ABES presente em Encontro Nacional de Gestão de Recursos Hídricos e Revitalização de Bacias Hidrográficas

O diretor nacional da ABES para a Região Nordeste, Josivan Cardoso, também coordenador da Câmara Temática de Gestão de Recursos Hídricos, e Célia Rennó (coordenadora adjunta da CT) representam a entidade no Encontro Nacional de Gestão de Recursos Hídricos e Revitalização de Bacias Hidrográficas, que acontece até esta sexta, 26 de abril, em Brasília, no Distrito Federal.

O evento é promovido pelo Departamento de Recursos Hídricos e Revitalização de Bacias Hidrográficas – DRHB da Secretaria Nacional de Segurança Hídrica SNSH, no Auditório do Ministério do Desenvolvimento Regional – MDR.

O encontro é voltado a representantes do Governo Federal, órgãos gestores de recursos hídricos estaduais, organismos internacionais e Comitês de Bacias Hidrográficas. O objetivo é reunir as principais instituições relacionadas com a gestão de águas no Brasil, especialmente as que compõem o Sistema Nacional de Gerenciamento de Recursos Hídricos, para compartilhar informações sobre a implementação da Política de Recursos Hídricos e ações de Revitalização de Bacias Hidrográficas.

Além disso, busca-se também reunir contribuições para construção de uma agenda estratégica para o fortalecimento do SINGREH e gestão das águas no Brasil.

Josivan integrou a Mesa 1, que abordou o tema “Contribuições para Fortalecimento da Gestão da Águas no Brasil.

Segundo o diretor da ABES, dentre as propostas da entidade, foram destacados:

a) a necessidade de fortalecimento dos organismos gestores, principalmente em suas estruturas de recursos humanos; os Comitês de Bacias Hidrográficas e Conselhos de Recursos Hídricos;

b) não pensar política de recursos hídricos como Desenvolvimento Regional Integrado;

c) integrar os sistemas de recursos hídricos e os demais ambientais e urbanos;
d) ampliar e executar os planos de segurança hídrica, incorporando a execução de obras hídricas necessárias e gestão adequada.
“O mais importante é entender que NÃO podemos mais atuar em gestão de recursos hídricos quando a água está em baixo dos nossos pés (seca extrema) ou acima do pescoço (grandes cheias). Água é vida e dignidade humana”, enfatizou Josivan Cardoso.
O encontro insere-se no contexto do processo de elaboração do novo Plano Nacional de Recursos Hídricos 2021, da formulação do Programa Nacional de Revitalização de Bacias Hidrográficas e do atual cenário institucional que transferiu para o MDR a agenda da água no âmbito do Governo Federal.
