Ranking ABES da Universalização do Saneamento 2019: municípios com Planos de Saneamento destacam-se na edição 2019, mostrando que o dispositivo é fundamental para avançar em gestão e na busca pela excelência dos serviços

A edição 2019 do Ranking ABES da Universalização do Saneamento abrange 100% do território nacional, contemplando todos os municípios brasileiros que forneceram ao SNIS – Sistema Nacional de Informações de Saneamento as informações para o cálculo de cada um dos cinco indicadores. São 1868 municípios e todas as 27 capitais no levantamento que relaciona o saneamento à saúde, fazendo uma correlação entre a pontuação total alcançada pelos municípios e a taxa de internação por doenças relacionadas ao saneamento ambiental inadequado.

 A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES lança neste mês de junho a edição 2019 do Ranking ABES da Universalização do Saneamento, que avalia o setor do saneamento no Brasil e identifica o quão próximo os municípios estão da universalização do saneamento.  O estudo será apresentado durante o 30º Congresso Brasileiro de Engenharia Sanitária e Ambiental que a ABES promoverá de 16 a 19 e junho em Natal/RN (acesse aqui).

Compõem esta edição 1868 municípios do Brasil, todos os que forneceram ao SNIS – Sistema Nacional de Informações de Saneamento – as informações para o cálculo de cada um dos cinco indicadores, representando 68% da população do país. A região com maior representatividade é a Sudeste, com quase 60% dos municípios. A menor é a região Norte, com apenas 2,09% deles.

Este ano, o Ranking traz novidades. A primeira delas é que informa quais municípios têm Planos de Saneamento Básico, os que estão elaborando seus planos e os que ainda não os possuem. O estudo constatou que as categorias com pontuações mais altas têm uma proporção maior de municípios com Plano Municipal de Saneamento Básico. O inverso também é verdadeiro: as categorias com pontuações menores têm um menor percentual de municípios com este instrumento, o que demonstra a importância dos Planos para melhoria da gestão e da oferta de serviços.

Esta edição também aprimorou o indicador de resíduos sólidos, incorporando, além dos resíduos domiciliares e públicos, os demais resíduos produzidos pelos municípios.

Para entender o Ranking

O Ranking ABES da Universalização apresenta o percentual da população das cidades brasileiras com acesso aos serviços de abastecimento de água, coleta de esgoto, tratamento de esgoto, coleta de resíduos sólidos e o quanto desses resíduos recebem destinação adequada. Dessa maneira, permite identificar o quão próximos os municípios estão da universalização do saneamento.

Os dados de saneamento foram obtidos do SNIS com referência ao ano de 2017, por conta da defasagem de dois anos entre a coleta dos dados e a divulgação pelo Ministério das Cidades, e os dados de saúde foram obtidos do DATASUS2 do Ministério da Saúde, com o mesmo ano de referência.

Os municípios que apresentaram as informações para o cálculo dos indicadores que compõem o ranking foram classificados em quatro categorias de acordo com a pontuação total obtida pela soma do desempenho de cada indicador. A pontuação máxima possível é de 500 pontos, atingida quando o município alcança 100% em todos os cinco indicadores:

– Rumo à universalização – acima de 489

– Compromisso com a universalização – de 450 – 489

– Empenho para a universalização – de 200 – 449

– Primeiros passos para a universalização – abaixo de 200

 

Seguindo a classificação do IBGE, é feita a seguinte classificação:

– Pequeno e médio porte – até 100 mil habitantes;

– Grande porte – acima de 100 mil

87% dos municípios ranqueados são de pequeno e médio portes.

A maior parte das capitais está na categoria Empenho para a universalização – quase 60% do total.  Apenas uma capital atingiu a pontuação para ser classificada em Rumo à universalização – Curitiba (PR), que na última edição do ranking já estava nessa categoria. Por outro lado, a capital menor pontuada foi Porto Velho (RO), classificada na categoria Primeiros passos para a universalização.

Somente 85 municípios entre todos os avaliados estão na categoria máxima Rumo à Universalização. Entre os de grande porte são apenas 33 municípios, todos nas regiões Sudeste e Sul, e 52 de pequeno e médio portes.

Saneamento e saúde

O levantamento traz ainda uma correlação entre a pontuação total alcançada pelos municípios e a taxa de internação por doenças relacionadas ao saneamento ambiental inadequado, em função da intrínseca relação entre saneamento e saúde.

 

Vale destacar que, da edição 2018 para a edição 2019, em todas as categorias do ranking, houve uma melhora nas taxas médias de internações, sendo duas as mais acentuadas: diminuição de 30,35% nas internações dentre os municípios de grande porte classificados na categoria “Primeiros passos para universalização” e de 23,68% nos de pequeno e médio porte pertencentes à categoria Rumo à universalização. O quadro a seguir apresenta a variação observada em cada uma das categorias.

“O saneamento finalmente entrou na pauta política e da mídia e nas discussões da sociedade. Mas ainda temos que insistir na informação de que saneamento é saúde. Somente com este entendimento a população poderá identificar políticos que estejam comprometidos com esta questão e as políticas públicas que realmente tenham este objetivo, cobrando das autoridades a melhoria dos serviços. O saneamento tem impacto direto na vida de todas as pessoas e precisa ser PRIORIDADE na agenda dos governantes e dos legisladores, porém, sempre com uma discussão plural, que envolva todos as partes e, especialmente, que esclareça a sociedade”, ressalta Roberval Tavares de Souza, presidente nacional da ABES.

In case the machine can be running Windows XP, for instance, a memory threshold is 3.25GB. Adding above this would just constitute some sort of waste.
