ABES-RS: “Pontos impróprios para banho refletem problema histórico de tratamento de esgoto”

Pontos impróprios para banho têm demonstrado, ano a ano, problemas históricos de tratamento de esgoto. A conclusão é da diretora da região sul da Associação Brasileira de Engenharia Sanitária e Ambiental Seção RS (Abes-RS) e articuladora das Câmaras Temáticas nacionais da ABES, Maria Lucia Bernardes Coelho Silva. Entre 2015 e 2016, pouco se avançou neste sentido (caiu de 17 para 15 pontos), conforme demonstra o relatório de balneabilidade da Fundação Estadual de Proteção Ambiental (Fepam), no início do mês de janeiro. Além dos problemas relacionados ao saneamento, também houve períodos de fortes chuvas, fazendo com que esgotos e resíduos se concentrassem principalmente em rios e lagos.

Apesar do problema histórico e da baixa evolução nos pontos críticos, Maria Lucia destaca uma maior preocupação por parte dos municípios, o que pode ser considerado um avanço.

– O projeto de balneabilidade da Fepam é muito antigo e fez com que algumas prefeituras começassem a ter uma preocupação com o tratamento de esgoto, principalmente nas cidades onde o turismo pode ser afetado. No entanto, o ponto é até onde esta preocupação pode se tornar realidade – conta a diretora da Abes-RS.

Desde o final de 2015, uma mudança no processo de coleta e análise das amostras provocou discussões. Por motivos de contingenciamento de gastos do Governo do Estado a ação foi repassada para Companhia Riograndense de Saneamento (Corsan). Em caráter liminar, a Justiça determinou que a Fepam continue cumprindo a tarefa nos mesmos moldes de anos anteriores. Para a diretora da Abes-RS, Maria Lucia a responsabilidade é do órgão de controle ambiental, em quaisquer das suas instâncias (municipal, estadual ou federal), conforme dispõe o Conselho Nacional de Meio Ambiente (Conama) – pode ser o laboratório contratado ou de órgãos ambientais ou através de convênios, mas o controle e fiscalização sempre são do órgão ambiental competente. Se for bem fiscalizado, não haverá problema.

Com relação à decisão de trocar do dia da coleta, apesar deste ser um critério do órgão ambiental, a resolução do Conama 274, define a realização, preferencialmente, em dias de maior movimento, ou seja, aos finais de semana, os de controle ambiental são responsáveis, também, pela divulgação das condições de balneabilidade das praias.
