O 29° Encontro Técnico de Alto Nível reuniu especialistas nesta segunda-feira, 28 de março, para discutir o tema “Mudanças climáticas e seus efeitos na escassez hídrica – considerações pós COP26”.
Edição, que aconteceu no formato online, foi uma realização conjunta da Associação Interamericana de Engenharia Sanitária e Ambiental -AIDIS, Associação Brasileira de Engenharia Sanitária e Ambiental – ABES (Diretoria Nacional), a ABES Seção São Paulo, que transmitiu o evento em seu canal no YouTube, e a Companhia de Saneamento Básico do Estado de São Paulo – Sabesp.
A cerimônia de abertura foi apresentada pelo engenheiro Paulo Robinson da Silva Samuel, tesoureiro da AIDIS Brasil, e contou com a participação de Alceu Guérios Bittencourt, presidente nacional da ABES, Luiz Pladevall, presidente da ABES-SP, Esteban Leigue, presidente da AIDIS – Bolívia, Carlos Roberto Santos, diretor de Engenharia e Qualidade Ambiental da Companhia Ambiental do Estado de São Paulo – Cesteb; e Luciomar Santos Werneck, presidente da Associação dos Engenheiros da Sabesp – AESabesp.
Em seu discurso, Alceu Guérios Bittencourt destacou a importância do tema, lembrando que o tema foi discutido com muito sucesso na palestra de abertura do 31° Congresso ABES em Curitiba (em outubro de 2021) pela vice-presidente do Painel Intergovernamental sobre Mudanças Climáticas – IPCC, Thelma Kruk. Para ele, o impacto da discussão mostra que a consciência para discutir as mudanças do clima e nos eventos mais extremos está muito presente entre os profissionais e na população.
“A ABES tem discutindo essas questões, não apenas no impacto sobre o sistema de abastecimento de água, esgotamento, manejo de águas pluviais e resíduos sólidos, mas no seu conjunto. Hoje, as discussões extrapolam as questões específicas pelo tanto que afetam a vida das pessoas. Nossas entidades precisam ter um olhar mais amplo dada a real importância que essa discussão alcança cada vez mais”, enfatizou o presidente nacional da ABES.
Luiz Pladevall reforçou que a ABES-SP sempre está à disposição para apoiar eventos deste nível, com discussões tão importantes. Segundo ele, a água é um bem essencial e temos que minimizar os impactos que a civilização dá a esse bem essencial. Na ocasião, o presidente da ABES-SP destacou que os eventos extremos já se tornaram uma realidade mundial e debates para mudar o olhar e assegurar a segurança hídrica devem ser promovidos.
“O Dia Mundial da Água [celebrado em 22 de março] é dia do saneamento, sem água não temos o que falar de saneamento”, frisou Pladevall. “Os operadores de saneamento enfrentam um grande desafio, que é a redução de perda e melhoria operacional. Não adianta captar e tratar a água e depois perder no sistema. Além da dificuldade da escassez hídrica, temos um problema que podemos intervir de forma direta: os impactos das mudanças climáticas, que acabam trazendo um estresse hídrico. Temos que olhar para não perder o que a gente já capta, trata e entrega no sistema de abastecimento”, alertou.
“Agradeço pela contribuição da ABES. Estou muito contente com esse evento e desejo que possa trazer benefícios para todos”, disse Esteban Leigue, presidente da AIDIS – Bolívia.
Representando a presidente da Cetesb, Patrícia Iglecias, Carlos Roberto Santos ressaltou que “a escassez da água é um tema presente em mais de 90% dos casos extremos voltados às mudanças climáticas. Já tivermos duas crises hídricas no estado de São Paulo, em 2014 e 2021. É algo que nos causa grande preocupação e ações são necessárias”, pontuou. Temos que discutir isso não só no âmbito técnico, social, mas no âmbito que a AIDIS e a ABES exercem nessa luta pela engenharia sanitária e ambiental”.
O presidente da AESabesp, Luciomar Santos Werneck, comentou a satisfação de representar a entidade no evento e considerando o tema da edição, enfatizou que “temos que trabalhar na proteção e na restauração do ecossistema”. Como exemplo, citou a situação do município de São Paulo, que está na cabeceira do Rio Tietê. “Um ponto onde tem uma população muito grande e uma reserva de água muito pequena em relação ao tamanho desta população. A Sabesp já está trabalhando para recuperar os mananciais com reflorestamento”, exemplificou
Efeitos das mudanças do clina na escassez hídrica
A 29ª edição do Encontro Técnico de Alto Nível foi dividida em duas partes, com palestras de especialistas do Brasil e de outros países, que abordaram o avanço das discussões e soluções para o cenário climático. Também foram apresentadas conclusões obtidas durante a realização da COP26 – Conferência das Nações Unidas sobre as Mudanças Climáticas de 2021, com verdadeiro impacto na distribuição dos recursos hídricos e nas atividades socioeconômicas.
A primeira parte do evento foi moderada por Mirna Argueta, vice-presidente técnica da AIDIS, com apresentações de três especialistas.
Rafael Volquind, coordenador da Câmara Temática de Meio Ambiente da ABES, ministrou a palestra “Efeitos Sociais e Econômicos das Mudanças Climáticas e seus reflexos na Escassez Hídricas; e Carlos Nobre, presidente do Painel Brasileiro de Mudanças Climáticas; e Ricardo Assumpção, CEO da Grape ESG, apresentaram a palestra “A importância da Amazônia no cenário de mudanças climáticas/Impressões pós COP 26” e um documentário sobre a Amazônia.
A segunda rodada do evento foi moderada por Luis Eduardo Grisotto, diretor da ABES-SP e coordenador da Câmara Técnica de Gestão de Recursos Hídricos da ABES-SP A palestrante Josilene Ferrer, assessora da presidência – Agência Ambiental do Estado de São Paulo – Cetesb, falou sobre “Cenários e Tendências Futuras”; Ede Ijjasz, ex-líder sênior do Banco Mundial Desenvolvimento Sustentável, Infraestrutura e Clima e CEO da Eigen Impact Consulting, apresentou a palestra “El Sector Hídrico y su papel fundamental en la adaptación al cambio climático de las naciones y comunidades”; e ”Soluções Adotadas no Estado de São Paulo” foi o tema da palestra apresentada por Adilson Nunes Fernandes, gerente do Departamento de Recursos Hídricos Metropolitanos da Sabesp.
