A ABES – Associação Brasileira de Engenharia Sanitária e Ambiental, como os associados têm sido informados ao longo dos últimos meses, posicionou-se contrária à MP 844 e, posteriormente, à MP 868, de revisão do Marco Legal do Saneamento. Este posicionamento foi referendado pela Diretoria Nacional e pelo Conselho Diretor, e representa de forma efetiva o que a grande maioria dos sócios querem para o saneamento do Brasil.
Prestes a completar 53 anos (em 16 de junho), a ABES congrega cerca de 20 mil associados, com seções estaduais em todo o Brasil, e tem como um de seus princípios a pluralidade. Integram a ABES concessionárias públicas, empresas privadas, profissionais das mais diversas áreas, como Engenharia, Química, Economia, Biologia, Geografia, Direito, Medicina e Comunicação, membros da universidade, estudantes e profissionais da cadeia de fornecedores do saneamento básico, entre outros. Esta diversidade de perfis proporciona uma visão sistêmica que credencia a entidade a realizar uma análise mais abrangente do mercado, possibilitando uma visão ampliada.
Neste mais de meio século de história, a ABES trabalhou incessantemente pelo Saneamento Ambiental e obteve vitórias importantes para o benefício do setor. Tem estado presente na luta nacional para reverter a grave situação da saúde no país e participou ativamente das discussões e elaboração das leis do setor, oferecendo contribuições técnico-científicas, tanto para a Lei do Saneamento (Lei 11.445/2007) como para a Lei que instituiu a Política Nacional de Resíduos Sólidos (Lei 12.305/2010) e a Lei 9.433/97, que Institui a Política Nacional de Recursos Hídricos e cria o Sistema Nacional de Gerenciamento de Recursos Hídricos.
A ABES é reconhecida internacionalmente como a instituição brasileira capaz de unir os profissionais de todos os segmentos que atuam no saneamento, como segmento água e esgoto, como resíduos sólidos, na drenagem urbana e na engenharia ambiental, com uma liderança significativa em todos esses campos.
A ABES é parceira, no Brasil, do IBAMA, CEF, CNPq, FINEP, ELETROBRAS, CONFEA, BNDES, FUNASA, AESBE, ABIMAQ, ASFAMAS, ASSEMAE, ABRH, ABAS, ABCON, ABAR, entre outros. No âmbito internacional, é membro do Conselho Mundial da Água e é o capítulo brasileiro da AIDIS – Associação Interamericana de Engenharia Sanitária e Ambiental. Parceira da International Water Association, da Water Environment Federation, do Banco Mundial (no programa WSSKE – Water Supply & Sanitation South-South Knowledge Exchange Project) e do Banco Interamericano de Desenvolvimento. É uma entidade que está em constante intercâmbio de ideias e sintonizada com as demandas nacionais e mundiais.
A Associação possui uma estrutura de governança sólida, na qual as tomadas de decisão são compartilhadas entre a Diretoria e seu Conselho Diretor, representantes eleitos pelos associados bienalmente.
Os projetos, estudos e proposições da ABES são pautados na melhoria da Gestão do Setor para alavancar a Universalização dos Serviços, estimulando o equilíbrio da cadeia produtiva e a convergência de forças na busca do objetivo maior de levar qualidade de vida e saúde à população, sempre levando em consideração a diversidade das regiões brasileiras e suas necessidades. Acreditamos no diálogo e na proposição conjunta de ideias para a melhoria do setor.
Diante deste cenário entendemos que, somente por meio da união da expertise dos atores públicos e privados, cadeia de suprimentos, profissionais do setor, universidades e sociedade chegaremos à melhor proposta de modernização e atualização do marco regulatório, após 11 anos de vigência e 7 de sua regulamentação. Defendemos que esta revisão do Marco seja implementada por Projeto de Lei, dispositivo que possibilita uma discussão mais ampla do que uma Medida Provisória, o que temos feito desde o início deste processo.
