A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES e a Associação Portuguesa de Engenharia Sanitária e Ambiental – APESB lançaram, nesta quarta-feira, 26 de outubro, a plataforma Brasil-Portugal de Saneamento Ambiental. Para celebrar a iniciativa, foi realizado o primeiro webinar sobre “Experiências de gestão de água no contexto de escassez hídrica”. O evento aconteceu no ABES Conecta e está disponível no canal da entidade no YouTube.
O evento teve moderação de Josivan Cardoso Moreno, diretor executivo da ABES e coordenador da Câmara Temática de Gestão de Recursos Hídricos da Associação, com presenças de Lígia Pinto, presidente do Conselho Diretivo da APESB, e Alceu Guérios Bittencourt, presidente nacional da ABES. O webinar contou com apresentações de Paulo Lopes Varella Neto, coordenador do Fórum de Organismos Gestores de Recursos Hídricos (FNOGA) – Brasil, e Luis Simas, senior advisor do Conselho de Administração da ERSAR – Portugal.
Lígia Pinto lembrou que a plataforma surgiu após a longa experiência de colaboração da APESB com a ABES, “com o intuito de estreitar os laços e de partilhar experiências e conhecimentos”. Ela também afirmou que a plataforma irá mostrar que apesar de serem países muito distintos, eles têm problemas semelhantes, que podem ter formas semelhantes de serem resolvidos, “portanto, esta troca pode ser muito profícua, quer no diagnóstico de problemas quer no diagnóstico de soluções”.
Alceu Bittencourt também falou sobre a longa relação entre as duas associações, ressaltando que a ABES sempre contou com a participação de colegas portugueses na Brazil Water Week e nos webinares da entidade. “Sistematizar isso em mais um fórum pareceu natural. Nós temos muitas experiências para trocar. A evolução de Portugal é marcante no nosso setor”, destacou o presidente, lembrando que essa experiência é importante para o Brasil neste momento, devido aos problemas no setor e ao “momento de transformação institucional com o marco regulatório”.
No webinar, Luis Simas, da ERSAR, apresentou a experiência portuguesa na gestão de água durante a escassez hídrica. Ele disse que esse trabalho para lidar com a escassez de água é multidisciplinar e precisa de equipes grandes envolvendo a contribuição de técnicos de diversas áreas. “É importante percebermos que, infelizmente, não existe uma solução mágica para terminarmos com a escassez de água. É uma realidade incontornável em muitos países e, portanto, nós temos que encontrar aquelas ferramentas que permitam equilibrar simultaneamente a utilização sustentável dos recursos hídricos e diferentes origens que temos à nossa disposição com o modelo de vida que escolhemos para a nossa sociedade”, salientou.
Durante sua palestra, o brasileiro Paulo Varella, coordenador do FNOGA, apresentou um estudo de caso sobre o trabalho na bacia hidrográfica do rio Piancó-Piranhas-Açu, situada no semiárido nordestino, durante o enfrentamento da maior seca histórica da região. “No nosso Brasil continental, temos uma variação muito grande no seu território, então para fazer gestão de águas aqui, nós falamos de gestão em territórios com mais de 200 mil m³/s de descarga, como é o caso do Amazonas, a terra das águas limpas, até o semiárido brasileiro, onde contamos água por copo”. Ele contou ainda sobre a experiência vivida no semiárido que “passou nos últimos tempos por uma situação realmente difícil, em uma área que já é marcada pela escassez naturalmente”.
