Na gestão de uma organização, a tomada de decisão é uma atividade constante de líderes e de equipes. Quando a organização dispõe de um bom sistema de informações, esta atividade passa a contar com um maior grau de assertividade, pois as deliberações tendem a ser tomadas de forma fundamentada, utilizando o conhecimento gerado a partir de resultados de medições, análises de desempenho, aprendizados de experiências, avaliações de riscos entre outros. No caso da análise de desempenho, é importante que a organização possua um conjunto de indicadores perfeitamente alinhado às suas estratégias.

Quando do uso do Balanced Scorecard (BSC), a organização deve definir este conjunto de indicadores para Mapa Estratégico de forma que eles possam representar o alcance ou não dos Objetivos Estratégicos, por meio de cumprimento de metas estabelecidas. A escolha dos indicadores e o estabelecimento das respectivas metas, geralmente ocorre durante a etapa de elaboração ou de revisão do Planejamento Estratégico.

Visando contribuir com as organizações, mais especificamente às atuantes no setor de saneamento básico, foi desenvolvido e disponibilizado dentro do Guia do  PNQS (Prêmio Nacional de Qualidade em Saneamento)

o Guia de Referência para a Medição do Desempenho (GRMD), onde constam 87 indicadores que podem ser consultados e utilizados pelas organizações para implantar ou aperfeiçoar um sistema de medição de desempenho.

A Câmara Temática de Indicadores de Desempenho para o Saneamento Ambiental da ABES (CTIDSA) mantém o GRMD atualizado e alinhado à sistemas de informações nacionais, como o Sistema Nacional de Informações sobre Saneamento (SNIS) e também, internacionais, como os utilizados pela International Water Association (IWA), com o objetivo de contribuir com as organizações brasileiras para a implantação e manutenção de um sistema de medição adequado às suas necessidades, independente do porte ou do nível de gestão. Os 87 indicadores estão organizados no guia por perspectiva de resultado alinhados ao Modelo de Excelência da Gestão preconizado pelo PNQS. As perspectivas são:

  1. Econômico-financeiro, com 17 indicadores;
  2. Sociais e ambientais, com 8 indicadores;
  3. Relacionados ao cliente e ao mercado, com 15 indicadores;
  4. Relativos às pessoas que integram a força de trabalho, com 13 indicadores e
  5. Relacionados aos processos, com 34 indicadores.
