15º Seminário Nacional de Resíduos Sólidos da ABES: sucesso de público e discussões de alta qualidade marcam abertura do evento

Na inauguração dos trabalhos da edição 2022 do evento, nesta quarta (16), autoridades e especialistas destacaram a importância dos debates promovidos pela Associação em torno da gestão de resíduos e dos desafios para operacionalizar o Planares e fazer valer as metas e medidas da PNRS em nível nacional. 

A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, por meio da Seção Rio Grande do Norte (ABES-RN) e da Câmara Temática de Resíduos Sólidos, iniciou nesta quarta-feira, 16 de novembro, o 15º Seminário Nacional de Resíduos Sólidos (SNRS). Promovido em formato híbrido: online, em plataforma exclusiva, e presencial, no Museu de Minérios do RN, o evento conta com patrocínio o CTR Potiguar (Centro de Tratamento de Resíduos) e Prefeitura de Natal, e apoio do Governo do Estado do Rio Grande do Norte, da Fundação de apoio ao IFRN – FUNCERN e do Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Norte (IFRN).

Com o tema “Gestão de resíduos sólidos no Brasil: desafios e oportunidades frente ao Novo Marco Legal”, o seminário reúne, até esta sexta-feira (18), profissionais e especialistas de todo o país, que buscam a integração de conhecimentos e intercâmbio de experiências sobre a temática, com sessões de palestras, painéis e apresentação de cases de sucesso, entre outras atividades.

Apresentada por Ceres Dantas, professora do IFRN, membro da ABES-RN e participante da Câmara Técnica de Resíduos Sólidos, a mesa institucional para a cerimônia de abertura do 15º SNRN foi composta pelas seguintes autoridades: Alceu Guérios Bittencourt, presidente nacional da ABES; Maria Wagna de Araújo Dantas, presidente da ABES-RN;  Josivan Cardoso, diretor executivo da ABES; Thiago de Paula Nunes Mesquita, secretário Municipal de Meio Ambiente e Urbanismo (Semurb); João Maria Cavalcanti, secretário de Estado do Meio Ambiente e dos Recursos Hídricos do RN (Semarh); Pegge Sayonara Mendes, coordenadora adjunta da Câmara Temática Nacional de Resíduos Sólidos da ABES; e Cintia Leal Marinho de Araújo, superintendente de Regulação Econômica da Agência Nacional de Águas e Saneamento Básico – ANA. Para completar a solenidade, Ceres Dantas citou ainda a participação especial no seminário de Régia Lopes, da Câmara Temática de Resíduos Sólidos da ABES-RN; Ana Adalgisa Dias Paulino, presidente do CREA-RN; e Bruno Victor de Oliveira, representante da CTR Potiguar.

As saudações iniciais foram proferidas por Régia Lopes, que salientou a importância de realizar um evento desse porte para debater um tema de extrema importância para o Brasil e agradeceu a participação de todos tanto presencialmente quanto online. “A programação contempla a temática em nível nacional e convidamos a todos para participar e fazer com que esse seminário seja, de fato, um sucesso e proporcione discussões construtivas sobre os desafios e oportunidades na gestão dos resíduos sólidos”, declarou.

A presidente da ABES-RN, Maria Wagna, deu as boas-vindas e enalteceu a oportunidade de a capital potiguar receber esta edição do seminário em um momento ímpar no que tange à discussão da Política Nacional de Resíduos Sólidos, que desde 2010 está em vigor, mas só agora conta com o planejamento pronto, por meio do Planares – Plano Nacional de Resíduos Sólidos. “É um momento muito especial e que bom que o RN está sediando este evento para discutirmos com os pesquisadores da academia e os profissionais da área e possamos avançar, pois os desafios são muitos. Mas também temos muitas oportunidades para a construção de um futuro promissor na gestão dos resíduos sólidos”, destacou.

Com participação online, Pegge Sayonara Mendes destacou o seminário como referência para o setor de resíduos, uma vez que os temas foram pensados cuidadosamente pelos organizadores do evento. “Vale lembrar que o seminário está acontecendo simultaneamente à COP27, no Egito, na qual questões da sustentabilidade, aquecimento global e saneamento também estão sendo discutidos, a exemplo do que estamos fazendo nesta 15ª edição do SNRS da ABES, portanto é muito importante esse momento para o setor de resíduos como um todo. Os esforços de todas as seções estaduais da Câmara Temática Nacional de Resíduos Sólidos serão recompensados”, sinalizou.

Josivan Cardoso exaltou a realização do seminário no RN, considerando a importância do momento de transformações que o país está vivendo. Ele lembrou dos percalços e desafios que foram vencidos para concluir o planejamento e execução do evento, com grande aderência do público e especialistas renomados na programação. “Estamos com o auditório lotado, que somado ao público online, mostra a representatividade da ABES para debater este tema com toda a sociedade”, expressou.

O presidente nacional da ABES, Alceu Guérios Bittencourt, participando virtualmente, fez os cumprimentos à Seção RN da ABES pelo apoio na realização do seminário, à Câmara Temática de Resíduos e às Câmaras Técnicas Estaduais, e concordou que esta é uma das áreas mais ativas da ABES, o que faz com que a Associação contribua fortemente nas discussões sobre resíduos e suas práticas. “Estamos vivendo um momento importante no País, com os novos governos estaduais, o Congresso Nacional e Governo Federal, que vão assumir a gestão 2023-2026. Então, este seminário, além das questões técnicas, nas discussões institucionais, tem a oportunidade de auxiliar em relação às políticas públicas do setor”, ressaltou.

Alceu Bittencourt aproveitou para reforçar seu anseio que deste 15º SNRS repercutam as temáticas para a realização do 32º Congresso da ABES, que ocorrerá em maio de 2023, na cidade de Belo Horizonte/MG. “Ampliamos os espaços e sessões para discussões sobre os resíduos sólidos, refletindo a importância que esse assunto tem para a ABES. Assim, espero que este seminário suscite muitas discussões e divulgação técnica, que nos ajude a repercutir os mesmos temas em nosso Congresso”, sublinhou.

A solenidade de abertura contou também com a participação virtual de Cintia Leal Marinho de Araújo, da ANA, que agradeceu em nome da agência a participação e oportunidade de contribuir para o seminário. “É importante participarmos desta discussão, especialmente pelo fato de que a primeira norma de referência da ANA trata dos resíduos sólidos. E entre os contextos que compõem o tema está a necessidade urgente em avançarmos tanto no setor quanto na cobrança sustentável pelo serviço, que considero como peça fundamental nesse processo”, mencionou, fazendo comparações com investimentos contínuos no setor de água e esgoto e destacando a importância de aumentar os investimentos na área de resíduos, bem como providenciar a regulação do setor para garantir um serviço adequado.

Representando a Semurb, Thiago Mesquita, em suas palavras, salientou a importância dos debates sobre resíduos sólidos para os municípios, citando números que demonstram a dimensão do setor para o Brasil como um todo.  “Avançamos em algumas questões, mas é inadmissível a oitava economia do mundo ter quase 50% dos seus 5.500 municípios que destinam os resíduos sólidos urbanos em lixões. Estamos em 2022 e temos ainda esse grande desafio no nosso País. Sabemos que está relacionado a vários fatores – em primeiro lugar, à falta de vontade política. Esperamos que isso venha a mudar e que todos os municípios brasileiros possam destinar de forma sustentável e do ponto de vista socioeconômico também os seus resíduos”, frisou.

Entre outras considerações pertinentes à cobrança da taxa de limpeza pública e reflexos do Novo Marco Legal do Saneamento em torno do tema, Mesquita destacou os desafios para internalizar os custos ambientais e relacionados à questão dos resíduos sólidos urbanos. “Seria hipocrisia ficar falando sobre soluções quando não se tem instrumentos econômicos para isso. Esse é o nosso grande desafio para o nosso País”, apontou.

Para finalizar a mesa de abertura, João Maria Cavalcanti, da Semarh, também ressaltou a importância do evento para o Rio Grande do Norte e para o país, em razão do momento de transição que estamos passando e da esperança de que as coisas possam mudar de forma positiva. Assim como Pegge Sayonara Mendes, o especialista fez menção à realização no mesmo período que a COP27, da qual a pauta de resíduos também faz parte da agenda e contou sobre alguns apontamentos ligados ao cenário das questões ambientais no Estado do RN. “Não há um link em relação ao meio ambiente e os recursos hídricos, por exemplo. As áreas não se comunicam como deveriam e a água boa e potável como estamos querendo é a atividade fim, mas o meio é o meio ambiente. E temos que compreender que a área de resíduos sólidos é muito importante para conseguirmos um ambiente saudável para nós e as futuras gerações”, explanou.

Planares e os novos desafios para implementação da PNRS

Para completar o bloco da parte da manhã neste primeiro dia do 15º SNRS, foi realizada a mesa redonda “Planares e os novos desafios para implementação da Política Nacional de Resíduos Sólidos (PNRS)”. Com moderação de Josivan Cardoso, coordenador da Câmara Temática de Recursos Hídricos da ABES, a mesa contou participação de Heliana Katia Tavares Campos, coordenadora de comunicação da Câmara Temática de Resíduos Sólidos e presidente da ABES-DF; José Dantas de Lima, diretor de Operações da Empresa Municipal de Limpeza Urbana (EMLUR), de João Pessoa/PB; e Levi Torres, coordenador da Associação Brasileira para Reciclagem de Resíduos da Construção Civil e Demolição (Abrecon).

Entre seus vários apontamentos sobre as problemáticas que envolvem o Planares, Heliana Kátia destacou que é preciso rever a estrutura do plano destacando diversos itens que ela julga importantes para a gestão adequada dos resíduos sólidos, uma vez que, na visão dela, não atende à PNRS. “No meu ponto de vista, em termos éticos, o Planares tem que ser revisto”, pontuou.

Falando em nome da EMLUR, na Paraíba, José Dantas de Lima, contou que o estado paraibano não concorda com o plano, principalmente pela falta de um ponto essencial: o do controle social. “O controle social está previsto na legislação, na Política Nacional de Saneamento Básico, o Plansab, e o Planares, que é um instrumento que integra tudo isso, só fala de controle social na sua quase última página, no último parágrafo, que diz que ele vai ser exercido mediante o Sinir – Sistema Nacional de Informações sobre a Gestão dos Resíduos Sólidos e pelo Conama – Conselho Nacional do Meio Ambiente. Tudo isso precisa ser revisto para que tenhamos avanços nas políticas públicas deste País, e, nesse sentido, a questão do controle social é importantíssima”, enfatizou. 

Para Levi Torres, da Abrecon, é muito bem-vinda a discussão em torno do Planares por parte da ABES, uma vez que, segundo ele, há um retrocesso histórico na gestão dos resíduos, especialmente os da construção civil e demolição. Ele fez um panorama sobre as dificuldades na gestão dos resíduos no setor de construção com duras críticas ao desenvolvimento do Planares. “O aterro zero, por exemplo, não foi abordado no Planares e, de certa forma, não eliminaremos os aterros clandestinos até 2024. Não é oportuno achar que um problema de mais de 200 anos será resolvido em dois, isso é ilusão. Acredito que essa causa do aterro clandestino vai perdurar até 2034, no mínimo”, calculou. “Não existem condições de atender as demandas do Brasil com as suas diversas peculiaridades. Esta e outras questões impactam diretamente os municípios no que tange à gestão dos resíduos da construção e dos resíduos sólidos urbanos”, reiterou o especialista.

Ao final, nos debates com o público presencial e no formato online os especialistas elucidaram várias questões que estão atreladas ao Planares e suas inúmeras lacunas. Josivan Cardoso aproveitou para fazer considerações, entre as quais apontou questões que dizem respeito à integração, não convergência às políticas já existentes, falta de controle social e até a forma como o Planares foi elaborado. “Isso tudo nos leva às ações que não trazem resultados efetivos e que propiciem a erradicação dos lixões, por exemplo, e fomentem a prioridade de questões técnicas, de gestão político-administrativa e investimentos, entre outras”, ponderou.

A mesa redonda foi encerrada com sugestões dos especialistas para o Planares neste novo momento de mudança de governos e destaque para que ele seja revogado, se possível, e em vistas das incoerências que o compõem, entre outros gargalos apontados, que acabam prejudicando o desenvolvimento do setor.
