Seminário de Perdas: especialista americana traz experiência da Califórnia e soluções adotadas mundialmente

A experiência do estado americano da Califórnia, que tem enfrentado uma crise de escassez hídrica nos últimos anos, será um dos destaques do I Seminário Internacional de Controle de Perdas e Enfrentamento da Escassez Hídrica, que a ABES promoverá na próxima semana, de 5 a 7 de julho, em São Paulo, reunindo especialistas do Brasil e do exterior com larga experiência no combate às perdas em sistemas públicos de abastecimento de água. Abordando o tema “Perdas em um contexto de crise da água: ações tomadas antes, durante e depois – consequências e resultados – a experiência da Califórnia”, a americana Sue Mosburg apresentará a um público de 500 profissionais a visão geral do abastecimento de água e das secas na região e as medidas tomadas para lidar com a escassez – do planejamento à ação -, da aplicação voluntária à compulsória, gestão de perdas colaborativa e impactos econômicos para prestadores de serviços, usuários e a comunidade.

Em entrevista ao ABES Notícias, Sue abordou a importância de reunir especialistas de diferentes partes do mundo para debater sobre o tema. Como ela ressalta, períodos prolongados de falta de água são rotineiros em muitas partes dos Estados Unidos. “No sul da Califórnia, onde eu moro e trabalho, lidar com um ciclo de suficiência de água seguido por escassez é um modo de vida. Eu vejo a troca de informações entre especialistas internacionais e brasileiros durante este seminário como uma continuação do aprendizado. Em todo o mundo debates proativos sobre como melhorar a experiência do cliente (demanda) e as operações do sistema de água (oferta) nos ajudam a sermos mais eficientes com recursos hídricos limitados. Partilhando melhores práticas e lições aprendidas, todos nós somos capazes de fornecer água por mais tempo em longos períodos de escassez.”

Várias ações têm sido importantes em diversos países para ajudar as grandes cidades a alcançar reduções significativas no consumo de água e controlar perdas, explica a palestrante.

“Em tempos de seca, uma saída simples é concentrar-se em soluções para o consumidor, como a instalação de vasos sanitários de baixo fluxo e outros dispositivos eficientes, ou implantar estrutura tarifária progressiva, que cobra mais cada metro cúbico de água adicional consumido. Redução de consumo pelo cliente, porém, é apenas parte da solução. Prestadores de serviços têm progressivamente descoberto que maior conservação pode ser alcançada concentrando-se em contabilizar com precisão toda a água entregue dentro e fora do sistema de distribuição – e, uma vez bem informado sobre esses dados, tomar medidas para modificar as práticas do sistema de distribuição de água, como a calibração dos medidores, gestão das pressões e reparo das tubulações. Estas atividades do sistema são caras e a melhor forma de definir prioridades é tomando-se como base o valor econômico de cada opção de intervenção”, pontua.

Realizar uma auditoria, como ação inicial para um programa de controle de perdas,  torna-se essencial, ressalta Sue, que espera “trocar muitas  experiências no seminário e aprender com outros profissionais.”
