Presidente nacional da ABES participa de webinar sobre o saneamento e os efeitos do Decreto Federal 11.030/2022

Alceu Guérios Bittencourt marcou presença no debate online, promovido pelo ONDAS, ao lado de outros especialistas do setor.

 Alceu Guérios Bittencourt, presidente nacional da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES participou, nesta quarta-feira, dia 13 de abril, do webinar “Em defesa do saneamento – os efeitos do Decreto Federal 11.030/20”.  O evento foi promovido pelo Observatório Nacional dos Direitos à Água e ao Saneamento – ONDAS.

O debate, transmitido pela página da ABES no Facebook, foi mediado por Renata Furigo, conselheira da entidade. Wladimir Antônio Riberio, advogado especialista em Saneamento, participou como expositor; e para debatedores, ao lado de Alceu Guérios Bittencourt, presidente nacional da ABES, estavam Francisco dos Santos Lopes, secretário-executivo da ASSEMAE; Luiz Alberto Rocha, assessor Jurídico da FNU; Roberto Linhares, vice-presidente Regional da AESBE e Marcos Helano Montenegro – coordenador-Geral do ONDAS.

No foco da discussão, os especialistas abordaram o Decreto Federal 11.030/2022, publicado em 1º de abril, que altera o Decreto 10.588/2020, mudando prazos e critérios sobre a regularização de operações, apoio técnico e financeiro da União, e a alocação de recursos públicos federais para o setor de saneamento. Segundo informou o Ministério de Desenvolvimento Regional, o governo federal avaliou que havia a necessidade de alterar o Decreto nº 10.588/2020 para que arranjos de prestação regionalizada definidos pelos municípios possam ser aceitos para fins de cumprimento das exigências legais quando não houver lei estadual que trate da regionalização.

Como o prazo para a comprovação da capacidade econômico-financeira dos prestadores terminou no dia 31 de março, o decreto estabeleceu um período de transição para regularização da prestação dos serviços. Durante este período, os estados e municípios podem continuar a receber recursos federais, desde que atendidas às condições previstas no decreto.
