Em 2023, a capital de Minas Gerais, Belo Horizonte, sediará o evento, no formato presencial, entre os dias 21 e 24 de maio. A expectativa de que essa edição alcançará excelentes resultados em prol do setor de saneamento em nível nacional foi destaque nas palavras das autoridades e especialistas que integraram a cerimônia de lançamento.
Foi realizada nesta terça-feira, 6 de setembro, a cerimônia de lançamento do 32º Congresso Brasileiro de Engenharia Sanitária e Ambiental (CBESA). Considerado o mais importante evento de saneamento ambiental do Brasil, o Congresso da ABES vai acontecer entre os dias 21 e 24 de maio de 2023, em Belo Horizonte/MG, juntamente com a Fitabes 2023 – Feira Internacional de Tecnologias de Saneamento Ambiental. Esta edição tem como tema central: “Saneamento ambiental: desafios para a universalização e a sustentabilidade”. Acesse o site do Congresso da ABES 2023.
Com apresentação de Josivan Cardoso, diretor executivo da ABES, fizeram parte da cerimônia de lançamento Alceu Guérios Bittencourt, presidente nacional da ABES; Flávia Mourão Parreira do Amaral, presidente da ABES-MG; Marília Carvalho de Melo, secretária estadual de Meio Ambiente e Desenvolvimento Sustentável de Minas Gerais; Genedempsey Bicalho Cruz, superintendente de Limpeza Urbana de Belo Horizonte/MG; Clovis Horta, chefe de gabinete da Copasa (Companhia de Saneamento de Minas Gerais), representando Guilherme Augusto Duarte de Faria, presidente da Copasa; e Uende Aparecida Figueiredo Gomes, professora na Universidade Federal de Minas Gerais (UFMG) – Departamento de Engenharia Sanitária e Ambiental.
Nas palavras de boas-vindas, Alceu Bittencourt agradeceu a presença dos participantes e as valiosas parcerias para viabilizar a realização do evento na capital mineira. O presidente da ABES lembrou a edição bem-sucedida em 2021, quando o Congresso foi realizado no formato híbrido, em Curitiba (PR), e mesmo com todas as dificuldades trazidas em razão da pandemia, tiveram cerca de 5.000 pessoas entre participantes presenciais e online. “Para 2023, nossa expectativa é que em BH tenhamos novamente o Congresso da ABES em condições de normalidade de participação. Vai ser um evento presencial e estamos nos mobilizando para contar com uma grande participação do público tanto no Congresso como na exposição”, reiterou.
Alceu informou que esta edição do evento será em uma arena integrada à área da feira, com oito salas simultâneas e contará com um total de 61 sessões, além de painéis e palestras magnas diárias, entre outras atividades programadas para os quatro dias da realização. Para Alceu, o congresso vai se realizar num momento importante, marcado pelo início de novas administrações federal e estaduais. “Pretendemos ter discussões técnicas, institucionais e de políticas públicas, portanto, nosso temário vai se expandir e abraçar todas as áreas em que a ABES atua por serem importantes para o saneamento ambiental”, frisou.
O presidente nacional da ABES reiterou que o tema central da edição de 2023 destaca os desafios para a universalização e sustentabilidade. “A universalização foi o mote da discussão do novo marco regulatório. Ela significa o direito de todas as pessoas terem serviços de qualidade e é esse aspecto que pretendemos destacar. Universalizar é dar serviço a quem mais precisa e tem menos condições porque a sustentabilidade tem várias dimensões, como a social, e significa que os serviços têm que ser acessíveis e ter preços e condições também acessíveis a todos”, explicou Alceu, fazendo outras considerações sobre a questão. “Nosso tema abre para todas as dimensões da sustentabilidade. Estamos muito animados com esta edição. É realmente com muita satisfação que fazemos o lançamento do nosso evento neste momento. Teremos um Congresso que será grande e marcante em Belo Horizonte!”, sinalizou.
Na sequência, Flávia Mourão Parreira do Amaral, presidente da ABES-MG, enfatizou a importância de ter BH como anfitriã do encontro e deu um panorama do que está sendo programado para esta edição. Ela também ressaltou que discutir a universalização e o direito ao saneamento é a grande motivação do trabalho da ABES, considerando os desafios atuais e antigos.
De acordo com Flávia, durante os quatro dias, o evento vai reunir profissionais, especialistas, estudantes, gestores públicos e de empresas, prestadores de serviços, reguladores, sociedade civil em geral, ambientalistas, pesquisadores, academia em geral, entre outros interessados para discutir o direito ao saneamento, os avanços que estão acontecendo para a proteção dos recursos hídricos, para a universalização do serviço de água, da coleta e tratamento de esgoto, gestão dos resíduos sólidos e para a drenagem pluvial de forma adequada às cidades resilientes, inclusivas, seguras e sustentáveis. “Nossa proposta é buscar soluções integradas para desafios complexos e saneamento é isso: não existe nada fácil e que se resolve sozinho”, salientou lembrando uma frase de Raul Seixas e convidando todos a se juntarem presencialmente em Belo Horizonte. “Venham participar conosco desse processo de transformação”, conclamou.
Com muito otimismo em torno da realização do Congresso da ABES e da Fitabes ano que vem, Genedempsey Bicalho Cruz mencionou como as questões em prol do saneamento estão sendo conduzidas no estado de Minas Gerais. “O grande desafio que temos é disciplinar o uso da água e gerir resíduos. Isso é coisa para especialistas e o evento da ABES traz isso. Nossas expectativas, portanto, são muito positivas”, pronunciou.
Em suas palavras Clóvis Horta, da Copasa, também ressaltou as expectativas positivas de que seja realizado um grandioso evento. “Acreditamos que trará resultados positivos para o setor e mudanças significativas”, salientou e reforçou a parceria com a ABES para que sejam alcançados ótimos resultados nesta edição.
A secretária estadual de Meio Ambiente e Desenvolvimento Sustentável de Minas Gerais, Marília Carvalho de Melo, pontuou a satisfação em receber o evento na capital mineira. “Nesse momento em que o saneamento, especialmente, é tão prioritário para nós, do governo do Estado, para acelerarmos os processos de universalização, ter o Congresso da ABES aqui, em Minas Gerais, torna a questão ainda mais relevante. Temos certeza de que teremos a oportunidade de fazer debates muitos importantes não só do ponto de vista técnico-científico e social, para alavancar e alimentar as políticas públicas da agenda de saneamento, mas também ter um olhar mais prático da regulação, da interpretação da política e a ABES proporciona todas essas discussões. Ficamos muito felizes em participar e sermos parceiros desse congresso e, com certeza, teremos ótimos resultados, discussões e proposições”, sublinhou.
Representando a área acadêmica, Uende Aparecida, da UFMG, fez a apresentação da “Pesquisa e Desenvolvimento na Área de saneamento básico no Brasil: necessidades e tendências”, e, entre diversas considerações, lembrou de projetos apresentados pela universidade em congressos anteriores da ABES.
Para encerrar a cerimônia de lançamento, Alceu ressaltou que o evento é resultado de uma construção em que são necessários muitos atores. “Essa singela cerimônia serve para valorizar cada ação que está sendo e será empenhada para mais uma edição bem-sucedida do congresso da ABES. Esperamos que tenhamos um evento presencial pós-pandemia com muita representatividade e muita força, o saneamento precisa disso”, finalizou.
