Entrevista/Brazil Water Week: Marisa Guimarães, coordenadora geral da programação, fala sobre os preparativos e novidades do evento

A Brazil Water Week (BWW) – Semana da Água no Brasil vem aí! Promovido pela Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, o mais importante evento internacional realizado no Brasil ocorrerá de 28 a 30 de outubro, no Memorial da América Latina, juntamente com o II Seminário Internacional de Gestão de Perdas e Eficiência Energética. A BWW trará ainda o Espaço Água, exposição interativa de educação ambiental aberta a estudantes, educadores e público em geral.  

Nesta entrevista, a engenheira Marisa Guimarães, embaixadora do evento, coordenadora geral da programação e apoiadora do Tema “Planejamento e Regulação”, comenta sobre os preparativos e novidades desta importante realização da ABES neste ano. “O desafio é grande, dada a magnitude do evento, mas estamos preparados para ele”, enfatiza.

ABES Notícias – Ao lado de Carlos Alberto Rosito, você integra a coordenação geral da programação do evento. Como é fazer parte da construção do conteúdo de uma realização deste porte como é a Brazil Water Week? Como está o andamento? Quais são os principais desafios? 

Marisa Guimarães – A coordenação técnica da BWW é feita por um uma equipe de profissionais responsáveis pelo conteúdo das 36 sessões técnicas que abordarão os oito temas o evento. Começamos a nos reunir e debater a organização das sessões no final de 2019. Já temos os oito Grupos de Coordenação de Temas das Sessões (TSG, na sigla em inglês) montados. A maioria deles já realizou suas primeiras reuniões ainda em janeiro. O desafio é grande, dada a magnitude do evento. Mas estamos preparados para ele. A Brazil Water Week, a exemplo da Rio Water Week de 2018, pretende também participar, em nível internacional, dos esforços mundiais pela universalização do saneamento. Uma reunião preparatória do Conselho Mundial da Água acontecerá durante o evento, como parte da preparação do 9º. Fórum Mundial da Água, que será realizado no Senegal, em 2021.    

ABES Notícias – Em relação aos temas técnicos, como está o desenvolvimento dos trabalhos dentro dos grupos?

Marisa Guimarães – Nas primeiras reuniões de trabalho dos TSGs foram feitos “brainstorms” sobre os temas para identificar as sessões que deverão ser montadas. As descrições dos temas estão sendo finalizadas e serão encaminhadas ao GT 2, Grupo de Coordenação da programação temática para aprovação, de acordo com o cronograma estabelecido nos Guidelines. No mês de fevereiro deveremos ter as descrições aprovadas e os TSGs poderão partir para discussão dos títulos das sessões e indicação de nomes para compor as mesas.

ABES Notícias – Ainda sobre os temas do evento, o que o público pode esperar desta edição? Alguma novidade?

Marisa Guimarães – O principal objetivo da BWW é a discussão do ODS – 6: Água, Saneamento e Saúde para Todos até 2030. Os oito temas planejados para a BWW, se assemelham muito à estrutura utilizada na Rio Water Week de 2018. As principais alterações foram a reunião da questão do planejamento com a regulação, a concentração da discussão sobre gerenciamento eficiente no gerenciamento de ativos, gerenciamento de informações, transformação digital e eficiência em geral das companhias, deixando a discussão de perdas de água para serem amplamente discutidas no Seminário de Perdas e Eficiência Energética, que acontecerá simultaneamente à BWW. Outra diferença importante foi a reunião dos temas sobre capacitação com expansão de cooperação internacional e de comunicação com participação social passando pela utilização de tecnologia da informação e redes sociais.

ABES Notícias – Considerando que a BWW ocorrerá juntamente com o II Seminário Internacional de Perdas, o que poderia adiantar sobre a dinâmica do evento?  

Marisa Guimarães – Tanto o Seminário Internacional de Perdas como as sessões técnicas da BWW acontecerão simultaneamente no Memorial da América Latina, em São Paulo. Após as palestras magnas que dão início aos trabalhos nas manhãs dos três dias do evento, o grande auditório se transformará em seis arenas onde acontecerão as sessões. O participante poderá, livremente, organizar sua grade de interesse e transitar pelos dois eventos. Além disso, haverá o Espaço Água para o qual estão programadas atividades que visam a ampliação da discussão do ODS 6 para além da abordagem técnica. A intenção é colocar a questão da água e meio ambiente para a sociedade.

ABES Notícias – Você é apoiadora do tema 2 do evento sobre Planejamento e Regulação. Qual é a sua visão sobre a situação do Brasil nesta questão? Quais são os avanços?

Marisa Guimarães – O planejamento e a regulação constituem a base da Lei de Saneamento em vigor no Brasil desde 2007. A partir de então, o setor tem discutido regulação e muito se tem avançado na questão. As agências reguladoras se organizaram em nível estadual, regional ou municipal, as tarifas passaram a ser estabelecidas em bases teóricas sólidas a partir de experiências e conhecimento nacional e internacional, e os regulamentos adotados para a boa prestação dos serviços estão presentes na grande maioria dos prestadores de serviços. Mas existem lacunas importantes que são motivos de preocupação. As ações de saneamento deveriam estar organizadas, segundo a Lei de Saneamento, em Planos Municipais e Regionais de Saneamento. Só parte dos municípios tem suas demandas descritas desta forma, até o momento. Alcançar os objetivos do ODS 6 até 2030 requer um grande esforço de planejamento. O papel do Governo no estabelecimento de metas exequíveis é fundamental para que se firmem bons contratos de prestação de serviços de água e esgotos. Os investimentos em infraestrutura terão que ser equacionados, sem comprometer a cobrança de tarifas justas. A BWW, no tema Planejamento e Regulação, pretende aprofundar estes aspectos.

A despeito de ser um evento internacional, é importante destacar que a discussão brasileira de um novo marco regulatório para o setor de saneamento, atualmente sendo tratada no Congresso Nacional, será parte importante do conteúdo das sessões da BWW.

ABES Notícias – Como cenário da regulação em outros países pode contribuir para o panorama brasileiro? 

Marisa Guimarães – Apesar da Lei de Saneamento Brasileira já ter 12 anos de idade, a regulação do setor de saneamento é relativamente nova. A titularidade dos serviços de saneamento entre nós é dos municípios, o que torna mais complexa a disseminação da cultura da regulação. A experiência e desenvolvimento internacional tem contribuído muito para a discussão nacional. As recentes crises de escassez hídrica no Brasil têm evidenciado a necessidade de se planejar sua utilização de modo racional, e a similaridade da situação com outras regiões do mundo tem dado à troca de experiências um papel central.  

ABES Notícias – Como os técnicos ou pessoas interessadas em saneamento podem contribuir nas discussões?

Marisa Guimarães – De várias formas. Por exemplo, participando das Câmaras Temáticas organizadas pela ABES nacionalmente ou das Câmaras Técnicas das seções estaduais. Particularmente no assunto regulação, a Câmara Temática de Regulação e Tarifas da ABES Nacional [da qual Marisa é coordenadoras] tem promovido discussões por meio de Webinares, com a participação de profissionais de todo o país. Nossa próxima reunião presencial acontecerá no SILUBESA, encontro luso-brasileiro de saneamento básico e ambiental, de 27 a 29 de abril deste ano, em Recife/PE. Convido todos a participarem dos eventos da Câmara Temática e contribuir para o aprofundamento da questão da regulação no Brasil. ABES Notícias – Na sua visão, qual é o papel da ABES como entidade que está trazendo o evento pela segunda vez para o Brasil? 

Marisa Guimarães – A ABES há mais de 50 anos promove de dois em dois anos o Congresso Brasileiro de Engenharia Sanitária e Ambiental. Agora, pela segunda vez, estamos ampliando a discussão realizando evento de caráter internacional. Os desafios mundiais para a universalização dos serviços de saneamento são imensos. A realização de discussões sistemáticas sobre saneamento contribui, sem dúvida, para alavancar o setor. Eventos como esses contribuem para o acompanhamento dos avanços das metas estabelecidas no ODS 6, seja por meio de discussões para identificação de problemas seja com a disseminação de conhecimento específico para o desenvolvimento do saneamento básico.
