Em iniciativa inédita, Comitês PCJ aprovam a Política de Saúde Ambiental no âmbito de sua área de atuação. ABES-SP é entidade integrante

 Os Comitês das Bacias Hidrográficas dos Rios Piracicaba, Capivari e Jundiaí aprovaram no dia 14 de dezembro de 2018 a Política de Saúde Ambiental dos Comitês PCJ. A ABES-SP integra os Comitês PCJ. A engenheira e diretora da ABES-SP Roseane Garcia Lopes de Souza é a representante da entidade na Câmara de Saúde Ambiental dos Comitês.  Na ocasião, foi aprovada também a abertura de um novo edital, que disponibilizará, R$ 5,6 milhões para a recuperação, proteção e conservação de mananciais das Bacias PCJ (Rios Piracicaba, Capivari e Jundiaí).

A decisão ocorreu durante a 22ª Reunião Ordinária, realizada no Clube de Campo de Rio das Pedras (SP), com a participação de cerca de 140 pessoas de mais de 20 municípios, representantes de 41 organizações de governo, civis e de usuários dos recursos hídricos. No encontro, conhecido como Plenária dos Comitês PCJ, ainda foram aprovadas outras oito deliberações. A reunião contou com a presença do prefeito de Rio das Pedras, Carlos Defavari, e também dos prefeitos Barjas Negri (de Piracicaba), atual presidente dos Comitês PCJ; José Antonio de Campos (Ipeúna); Carlos Alberto Lisi (Saltinho); Mário Botion (Limeira); e Nicolau Finamore Junior (Louveira).

Política de Saúde Ambiental

A Política de Saúde Ambiental dos Comitês PCJ trata da proteção, conservação e preservação dos recursos hídricos por meio de um conjunto de ações integradas em saneamento e melhoria das condições ambientais, que auxiliem na promoção da saúde humana com vistas à qualidade de vida.

Os instrumentos desta Política estão o Plano das Bacias PCJ e o enquadramento dos corpos d’água e entre seus objetivos estão:

Roseane Maria Garcia Lopes de Souza, diretora da ABES-SP e coordenadora das Câmaras Técnicas de Saúde Pública e Resíduos Sólidos.

– estabelecer programas que visem à segurança da água;

– fomentar a minimização dos efeitos da degradação dos mananciais em consonância com a política de mananciais do PCJ;

– incentivar ações de identificação e prevenção de problemas de saúde pública relacionados com os recursos hídricos e saneamento básico;

– apoiar a avaliação das condições de degradação da água bruta por meio de estudos e projetos afetos ao tema.

A novidade  é o Plano Municipal de Segurança da Água (PMSA), que é um instrumento de avaliação sistemático, a ser elaborado e implantado por sistema de abastecimento de água, contemplando avaliação desde o manancial até a ponto de entrega ao consumidor.

Para tanto, os programas prioritários desta Política são: Segurança da água para abastecimento público e  Qualidade da água.

Edital

O novo processo de seleção para investimentos em mananciais será realizado pela Agência das Bacias PCJ que, entre outras funções, é considerada o “braço executivo’ dos Comitês PCJ. O prazo de inscrição para municípios situados na parcela paulista do território das Bacias PCJ será entre os dias 14 e 18 de janeiro de 2019. Os recursos para financiamento desses empreendimentos são provenientes da cobrança pelo uso da água em rios da União (Cobrança PCJ Federal).

O objetivo é selecionar áreas no âmbito do Programa I (Recuperação, Conservação e Proteção Ambiental em Áreas de Interesse) da Política de Mananciais PCJ, e também propostas de ações e respectivos tomadores para o Programa II, que trata sobre o Pagamento por Serviços Ambientais (PSA) e integra a mesma Política.

No primeiro processo de seleção, concluído em setembro de 2018 com financiamento de mais de R$ 1,3 milhão também aprovado pelos Comitês PCJ nesta Plenária, foram classificadas uma área para recuperação ambiental e três propostas relacionadas ao PSA. As propostas contempladas são dos municípios de Jaguariúna, Limeira e Piracicaba, e receberão investimento total de aproximadamente R$ 1,1 milhão. A área selecionada para recuperação ambiental fica em Arthur Nogueira e o valor estimado é de cerca de R$ 230 mil.

Outro item da área ambiental aprovado foi a Revisão da Política de Mananciais PCJ, com as atualizações dos Programas III (áreas sujeitas à restrição de uso com vistas à proteção de recursos hídricos) e IV (proteção dos biomas Mata Atlântica e Cerrado).
