Nesta quarta-feira, 30 de maio, o diretor nacional da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, Álvaro José Menezes, representou o presidente nacional da entidade, Roberval Tavares de Souza, no terceiro e último painel do 48° Congresso Nacional de Saneamento da Assemae, em Fortaleza, no Ceará. Em sua apresentação, o engenheiro abordou a conjuntura do saneamento básico no Brasil e as propostas de revisão do marco legal do setor.
O painel reuniu lideranças das principais entidades que atuam na área de saneamento básico, além de representantes do Governo Federal. “O nosso posicionamento foi a respeito do fortalecimento das ações relacionadas com o planejamento, com a gestão e com a regulação, atentando-se sempre para o fato de que no momento não se enxerga a menor necessidade em ser fazer uma alteração da Lei 11.445 por meio de medida provisoria ou até mesmo por projeto de lei”, explica Álvaro.
Segundo o especialista, a ABES entende que a modernização da lei precisa ser elaborada com mais atenção e tempo para que todos discutam. “Os investimentos têm de ser feitos com base em planejamentos que diagnostiquem com segurança o que deve ser feito para que os projetos desenhem de fato soluções que tenham viabilidade e representem custos que possam ser pagos por todos que vão se beneficiar com obra”, ressalta. O diretor da associação lembra que não adianta apenas ficar buscando investimento sem nenhuma preocupação com o resultado e aplicação deste com quem pode pagar.
A regulação que a ABES tem comandado com seus cursos de capacitação via UNIABES é aquela que prevê que todos os serviços sejam prestados com qualidade, garantia de alcance das metas e tarifas justas”, frisa. “Isso também foi defendido no painel como fortalecimento de ação da regulação”, completa.
ABES Amazonas
Nesta terça, 29, o presidente da ABES Seção Amazonas (ABES-AM), Rainier Pedraça de Azevedo, apresentou dois trabalhos técnicos no evento.
O primeiro artigo apresentado faz “Uma abordagem sobre a produção dos resumos executivos publicados nos cadernos de pesquisa em engenharia de saúde pública da Funasa” e segundo descreve a “Utilização de um filtro artesanal a base de zeólita para remoção de ferro e manganês de água subterrânea na Amazônia”.
Segundo Rainier, ambos os artigos decorreram das atividades profissionais desenvolvidas por ele na Funasa, sua instituição de origem.
O presidente da Seção destacou e parabenizou a organização do evento e aproveitou a oportunidade para lembrar que a ABES-AM está organizando do “1º Encontro dos Jovens Profissionais de Saneamento (JPS) do Amazonas”, a ser realizado no dia 15 de junho, no Auditório da Escola Superior de Tecnologia da Universidade do Estado do Amazonas.
A ABES participou também da abertura do evento, que aconteceu na segunda, 28. Na ocasião, Roberval Tavares de Souza foi representado pelo presidente da ABES-CE, Francisco Humberto Carvalho Jr. (leia mais aqui).
