A Câmara Temática de Tratamento de Esgoto da ABES, que é coordenada por Américo de Oliveira Sampaio, realizou, no dia 7 de junho, uma reunião para deliberar pedido de regulamentação em duas modalidades de reúso junto ao Conselho Nacional de Meio Ambiente – CONAMA: o urbano para fins não potável e o agrícola. O projeto Brasil-Alemanha de Fomento ao Aproveitamento Energético de Biogás – Probiogás também foi pauta do encontro, que ocorreu durante o XVII Simpósio Luso-Brasileiro de Engenharia Sanitária e Ambiental – Silubesa, promovido entre os dias 6 e 8 de junho, no Costão do Santinho, em Florianópolis/SC.
Segundo Pedro Luís Prado Franco, diretor da ABES Seção Paraná e da Companhia de Saneamento do Paraná – SANEPAR, o tema começou a ser discutido ainda no 27º Congresso Brasileiro de Engenharia Sanitária e Ambiental da ABES – CBESA, realizado em Goiânia, em 2013, quando foi realizada uma mesa redonda, presidida por ele, e uma moção da ABES para que o CONAMA iniciasse o processo de discussão e consequente normatização dos dois tipos de reúso.
Além da moção feita pela ABES em seu 27º CBESA, já havia, de acordo com Pedro Franco, uma proposta discutida anteriormente no âmbito do Conselho Nacional de Recursos Hídricos – CNRH, no qual diversos representantes da ABES participaram no contexto que estabeleceu exatamente a regulamentação dos padrões condicionantes e requisitos para essas duas categorias de reúso. No entanto, frisa o especialista, “o próprio CNRH julgou que a responsabilidade desses padrões e limites não era dele, mas do CONAMA, para onde fora encaminhada, mas ficara parada lá. E a ABES, que tem representação no Conselho, quer que essa discussão seja reativada”, ressalta.
Representam a ABES no CONAMA: Maria Lucia Coelho Silva, articuladora das Câmaras Temáticas, e Célia Rennó, coordenadora da CT de Recursos Hídricos.
A ideia, conforme Pedro Franco, é que o produto dessa discussão seja “uma regulamentação nacional para incentivar esse tipo de reúso nas duas modalidades, principalmente no âmbito da gestão e uso racional da água”, destaca o diretor da ABES-PR, que que tem aprofundado a discussão sobre reúso e já realizou dois simpósios internacionais sobre o tema (2013 e 2015), caracterizados como um dos principais eventos de reúso de água da América Latina, com presenças de especialistas do Brasil e de países como Israel, Estados Unidos, Dinamarca e Alemanha. Nestes eventos também foi apontado a necessidade de regulamentação para a efetividade deste importante instrumento de gestão da água.
Quanto à resolução na portaria 375/2006 do CONAMA, que define critérios para o uso agrícola de lodos de esgoto gerados em Estações de Tratamento de Esgotos – ETEs, a própria resolução determina a sua revisão após sete anos de sua publicação, o que hoje, dez anos depois, ainda não ocorreu. “Com a prática da resolução foram verificadas várias necessidades de ajustes em seu aspecto pragmático”, afirma Pedro Franco. “A ABES está provocando algo que seria uma obrigação do CONAMA. Uma obrigação que se depara com vários aspectos burocráticos que atrapalham”, salienta. “O uso agrícola do lodo é uma solução ambientalmente muito interessante e há alguns pontos que precisam ser rediscutidos”, conclui.
Projeto GIZ BIOGÁS
Outro ponto abordado durante a reunião foi o PROBIOGÁS – Projeto Brasil-Alemanha de Fomento ao Aproveitamento Energético de Biogás – que vem promovendo a transferência de tecnologia e conhecimentos técnicos na área de aproveitamento energético do biogás em ETEs. No final do ano de 2015, segundo Miguel Mansur Aisse, secretário adjunto da Diretoria Nacional da ABES e professor da Universidade Federal do Paraná – UFPR, com financiamento da GIZ, foram organizados pela ABES-PR e ABES-PE dois cursos denominados “Aspectos Construtivos de Reatores tipo UASB e Aproveitamento Energético do Biogás.”
“Os eventos”, explica Miguel Mansur, “buscaram proporcionar uma revisão dos aspectos construtivos de estações de tratamento de esgotos que empregam reatores anaeróbios, visando otimizar a qualidade do efluente e maximizar o aproveitamento do biogás”. Os cursos tiveram como público alvo profissionais da área da Engenharia que atuam em projetos e obras, operação de Sistemas de Tratamento de Efluentes; empresas da construção civil e prestadores de serviços em projetos, implantação, otimização e operação em Sistemas de Tratamento de Efluentes.
A GIZ e o Ministério das Cidades/PROBIOGAS, de acordo com o professor, estão interessados em repassar o conteúdo das aulas para a CT de Tratamento de Esgotos da ABES. “A proposta espera dar continuidade à experiência sistematizada no curso e internalizá-la junto aos especialistas brasileiros, para aprofundar o assunto”, salienta. “Tal iniciativa vai ao encontro aos anseios da comunidade técnico – científica, que procura conduzir a discussão deste tema”, complementa Miguel Mansur, que ainda, ressalta: “rememore-se a histórica reunião havida no 26º Congresso da ABES, em Porto Alegre, ainda com a liderança e iniciativa da Finep (leia-se Célia M. P. de Figueiredo), procurando dar início a uma nova Rede Temática, ainda nos moldes do Programa de Saneamento Básico – PROSAB”.
