Serão 19 salas simultâneas, 8 de painéis e 11 de trabalhos técnicos, além dos demais eventos e reuniões que ocorrerão paralelamente.
A ABES tem por valor ser uma entidade ampla na abrangência dos temas e na convivência e interação de visões. Como entidade mais antiga do setor, é onde todos os segmentos convivem.
O temário deste congresso busca refletir essa amplitude. A começar por um eixo dedicado à inovação; inovação tecnológica; inovação de práticas de gestão. Discussão da busca de eficiência operacional; gestão de perdas; eficiência energética.
Foi dada ênfase para o esgotamento sanitário, onde estão os grandes déficits. Expansão dos sistemas; melhoria no tratamento, com os conceitos de economia circular e ETEs sustentáveis.
Outro grande destaque é a gestão de resíduos sólidos, que é tratada em um eixo próprio de sessões, também discutindo o conceito de economia circular, o fim dos lixões, e chegando até a regulação dos serviços.
Este congresso amplia na ABES a discussão de drenagem pluvial, em várias sessões, incluindo o lançamento do manual recém-concluído pela Secretaria Nacional de Saneamento.
A ABES tem aprofundado a consciência de ser uma entidade de saúde pública, e o temário do Congresso reflete isso. Entre outras, teremos uma sessão sobre o uso epidemiológico do monitoramento da Covid nos esgotos, por exemplo.
Como entidade ambiental, a ABES traz no temário um eixo específico para meio ambiente e gestão de recursos hídricos, discutindo temas como mudanças climáticas, gases de efeito estufa, licenciamento e soluções com base na natureza. Quero dizer que é uma satisfação viver o momento de retomada de políticas ambientais responsáveis, registrando que na semana passada a ABES esteve presente na primeira reunião do CONAMA com a restauração da participação da sociedade civil.
Desculpem listar tantas frentes de temas tão rapidamente, mas a ideia é dar uma visão geral, sem consumir muito tempo.
E, completando, como tem sido a tônica em suas últimas edições, e, na verdade, é uma tradição, o Congresso dedica muita atenção aos temas institucionais. No eixo Diálogos Setoriais, procura-se exercer precisamente o diálogo, com espaço e atenção às diversas visões e posições.
E a ABES tem insistido que o avanço virá por soluções mais negociadas e menos coercitivas. E soluções que combinem o melhor de empresas estaduais de economia mista, serviços municipais, operadores privados, fabricantes, consultores, prestadores de serviço, comunidade acadêmica.
Certamente concordamos que precisamos de bons contratos de prestação de serviços, com metas claras e auditáveis. E, como monopólios naturais, é vital a regulação capaz e independente.
Mas, na discussão sobre como resolver os déficits de atendimento, a ABES tem reiterado a posição de criticar um certo simplismo que muitas vezes prevalece no debate público, como se houvesse soluções mágicas, bala de prata, que tudo resolverá. Repetimos que o saneamento é complexo, depende das condições de moradia e de estrutura urbana; exige planejamento e controle de resultados. Precisa de ações de governo.
O termo universalização do acesso aos serviços tem sido muitas vezes vulgarizado e usado somente como justificativa da defesa de determinadas posições. É preciso reestabelecer que universalizar é levar o acesso aos serviços a quem mais precisa e onde é mais difícil atender; parcelas que continuam fora das modelagens.
A população que mora em favelas no Brasil continua aumentando. País de renda média, o Brasil poderia não ter mais pessoas morando em favelas, mas, pela má distribuição de renda que nos caracteriza, essa continua sendo a alternativa para muitos.
O saneamento rural é outro segmento fora das modelagens e dos contratos. Temos boas experiências, que precisam ser sistematizadas. Outra área de atenção são as pequenas comunidades, que podem restar fora dos arranjos, se não houver gestão abrangente dos modelos. Essa gestão, mais uma vez, cabe aos governos.
Precisamos tratar dessas questões, se estamos efetivamente falando em universalização.
Serviços de qualidade a preços acessíveis aos níveis de renda dos diversos segmentos da população são um direito. Todos têm direito a serviços de qualidade.
A ABES tem chamado à atenção ainda o problema das outorgas sem limites e critérios, nos processos de licitação de concessões, o que vem retirando recursos valiosos de um setor deficitário. As outorgas não devem ser o principal fator de decisão, sob pena de desviar recursos e onerar as tarifas. Devem ser limitadas e sua aplicação vinculada ao setor de saneamento, para cobrir ações não rentáveis, ou não retornáveis por tarifas, como é o caso do saneamento integrado em áreas de ocupação informal.
Essas e outras questões serão postas em debate nos próximos três dias, sempre no espírito de que visões diferentes devem conviver e interagir; e que a combinação de capacidades levará às melhores soluções.
