Resultado das mesas destacaram importância dos temas, reunindo referências do setor, especialistas de empresas, entidades e setor público. O ponto de encontro do saneamento e dos sanitariastas do Brasil aconteceu de 21 a 24 de maio, no Expominas, na capital mineira.
A quarta-feira, 24 de maio, último dia do 32º Congresso Brasileiro de Engenharia Sanitária e Ambiental (CBESA), o Congresso da ABES, foi movimentada no Expominas, em Belo Horizonte. Com uma reunião de grandes nomes do setor, o público pode acompanhar debates sobre inovação em sistemas de tratamento avançados de água, a construção de uma base legal para o saneamento rural e uma mesa sobre regulação dos serviços de drenagem e manejo de águas pluviais urbanas.
Esta edição do mais importante evento de saneamento ambiental do Brasil, uma realização da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, teve como tema central “Saneamento ambiental: desafios para a universalização e a sustentabilidade”. O Congresso da ABES é o ponto de encontro do setor e dos sanitaristas do país e aconteceu de 21 a 24 deste mês, envolvendo a comunidade acadêmica, especialistas do setor e organizações parceiras brasileiras de outros países para discutir os temas mais relevantes em engenharia sanitária e ambiental em sua concepção mais ampla, abordando desafios, políticas públicas, soluções e tecnologia.
Os painéis do evento foram divididos entre diálogos setoriais, sessões de câmaras temáticas e sessões com quatro eixos: esgoto, resíduos e economia circular, recursos hídricos e meio ambiente, e desenvolvimento operacional e inovação das empresas de saneamento.
Em conjunto com o Congresso, foi realizada a Feira Internacional de Tecnologias de Saneamento Ambiental – FITABES, reunindo os maiores e mais atuantes fornecedores de tecnologia, materiais e equipamentos do setor. Clique aqui e confira as imagens do evento.

Inovação em Sistemas de Tratamento Avançados de Água
Eixo Desenvolvimento Operacional e Inovação nas Empresas de Saneamento
O painel “Inovação em Sistemas de Tratamento Avançados de Água” foi um dos destaque do último dia de trabalhos do Congresso da ABES, na capital mineira.
O acesso à água tratada é um dos principais desafios enfrentados pelos serviços de abastecimento de água no Brasil. Atualmente, milhões de pessoas ainda vivem sem esse recurso essencial. Diante desse cenário, o novo Marco Legal do Saneamento estabeleceu uma meta ambiciosa de universalizar o acesso à água potável para 99% da população até 2033.No entanto, a busca pela universalização não se resume apenas à disponibilidade de água, mas também à qualidade do produto que chega às torneiras dos brasileiros.
Moderado por Fuad Moura Guimarães Braga, assessor de Projetos Especiais e Novos Negócios da Caesb (Companhia de Saneamento Ambiental do Distrito Federal), o painel teve apresentação de vantagens e desvantagens do uso dessas tecnologias inovadoras, além do compartilhamento dos resultados obtidos em diferentes projetos.
A discussão contou com as contribuições dos especialistas José Carlos Asfor, diretor de Engenharia da Cagece (Companhia de Água e Esgoto do Ceará); Nyadja Menezes Rodrigues Ramos, diretora Regional Metropolitana da Compesa (Companhia Pernambucana de Saneamento)
Diogo Gebrim, superintendente de Produção de Água da Caesb.
“As apresentações foram de maneira geral muito interessantes. É importante pensar diferentes formas de avançar com as metas pensando soluções adequadas à realidade local, principalmente com foco no cliente e em resolver os desafios das companhias de saneamento. O desafio do saneamento é de fato garantir a água na oferta necessária e em especial na qualidade requerida pela legislação. Também discutimos enfaticamente as parcerias com as universidades e o ecossistema de inovação para que se tornaram fundamentais para atingir soluções inovadoras. Hoje percebemos que é uma realidade nas companhias públicas do Brasil toda essa rota da investigação de inovação para que se chegue à melhor solução com visita ao atendimento da população”, avaliou Fuad.
Para Diogo Gebrim, a possibilidade de troca de experiência entre três empresas com realidades distintas foi muito enriquecedora. “Tínhamos presente na mesa uma empresa com um sistema pequeno, mas difícil em termos de logística, outra companhia com um desafio gigantesco de suprir uma região metropolitana grande e um terceira companhia que talvez já tenha passado por um momento mais crítico e hoje dentro de condições mais favoráveis ainda está tratando a questão da tecnologia avançada. observar três empresas em diferentes momentos de como se deu o processo do tratamento avançado foi muito interessante”, considerou o superintendente da Caesb.
Diálogo Setorial 11: Painel de Presidentes: Desafios e oportunidades
O Diálogo Setorial “Painel de Presidentes: Desafios e Oportunidades” reuniu, último dia de trabalhos do 32º Congresso da ABES, em Belo Horiozonte/MG, presidentes de empresas prestadoras de serviços de abastecimento de água e esgotamento sanitário para discutir as questões mais relevantes que afetam o setor, como o Marco Regulatório do setor de saneamento. Os presidentes compartilharam suas experiências e discutiram como suas empresas estão se adaptando às novas regulamentações, quais são as perspectivas de crescimento diante desse contexto e como estão enfrentando os desafios da concorrência.
Além disso, foram abordados temas como os processos de transferência de controle, considerando a realidade das empresas estaduais de economia mista, as operadoras privadas e os serviços municipais. O diálogo entre os presidentes permitiu uma visão ampla e diversificada do setor, levando em consideração as diferentes realidades e desafios enfrentados pelas empresas prestadoras de serviços de saneamento. Foi uma troca de ideias e experiências enriquecedoras, contribuindo para o aprimoramento das estratégias e abordagens adotadas pelas empresas do setor.
Estiveram presentes no debate como palestrantes Guilherme Augusto Duarte de Faria, presidente da Copasa (Companhia de Saneamento de Minas Gerais); Julio Teixeira, presidente da Cesama (Companhia Saneamento Municipal) – Juiz de Fora/MG; Claudio Stabile, presidente da Sanepar (Companhia de Saneamento do Paraná); e Aguinaldo Ballon, diretor-presidente da Cedae (Companhia Estadual de Águas e Esgotos do Rio de Janeiro). A discussão foi conduzida por Luiz Henrique Bucco, diretor nacional da ABES para a Região Sul.
O moderador da mesa frisou que reunir presidentes de empresas tão importantes em um diálogo foi fundamental para compreender como vem sendo vista a questão do Marco Regulatório, principalmente ao tratar-se da competitividade. “Como as companhias estão se preparando para enfrentar esse novo momento no Brasil? As apresentações foram fantásticas, dados numéricos foram apresentados e o preparo dessas empresas ficou evidente. A presença de duas empresas mineiras e uma do Paraná foi fundamental para compreendermos como a questão da regionalização tem se traduzido em cada estado. O Paraná por exemplo conta com as divisões em microrregiões e minas dividida por blocos. Acredito que o público pode tirar grandes conclusões, houve muita troca”, comemorou Bucco.
Para Júlio Teixeira, o painel entre os presidentes mostrou que há espaço no Brasil para a participação de empresas estaduais, municipais, privadas e que o diálogo é sempre importante para construir entendimento entre setores. “É fundamental a regionalização com a formação de escala para obtermos subsídios cruzados, mas é fundamental também respeitarmos a titularidade municipal. É preciso lembrar que diferente do setor elétrico, o setor de saneamento a titularidade é municipal, dos prefeitos. É assim que vamos avançar para atingir a tão esperada universalização dos serviços de água e esgoto no país”, avaliou o presidente da Cesama.
Diálogo Setorial 12: Financiamento para o setor de saneamento
No Diálogo Setorial “Financiamento para o setor de saneamento”, especialistas se reuniram para discutir os desafios e oportunidades relacionados ao financiamento do setor de saneamento no Brasil.
O painel foi moderado por Selma Cubas, presidente da ABES Seção Paraná. O novo Marco Regulatório estabeleceu metas ambiciosas para o setor, visando alcançar a universalização do acesso à água potável para 99% da população brasileira até 2033, além de atender 90% da população com coleta e tratamento de esgotos sanitários.
No entanto, para atingir essas metas, estima-se que serão necessários investimentos no valor de R$ 700 bilhões até 2033. Um dos principais desafios discutidos durante o painel é a redução gradual dos investimentos públicos nos últimos anos. Além disso, a atual legislação impõe uma série de exigências para o acesso a recursos federais destinados ao saneamento, o que dificulta ainda mais o financiamento do setor. Portanto, torna-se necessário buscar fontes alternativas e aumentar significativamente o volume de investimentos no setor. Durante as discussões, foram mencionadas algumas possibilidades para alavancar os investimentos no setor de saneamento.
Para aprofundarar a discussão foram convidados Gustavo Méndez, especialista Principal em Água e Saneamento do BID (Banco Interamericano de Desenvolvimento); Catia Cristina Teixeira Pereira, diretora Econômico-Financeira e de Relações com Investidores da Sabesp (Companhia de Saneamento Básico do Estado de São Paulo); e Luis Alberto Andres, especialista do Banco Mundial.
“Nesse painel trouxemos dois bancos internacionais, o Inter Americano e o Banco Mundial, mostrando como é possível ter um investimento. A Sabesp trouxe esse exemplo: que a empresa trabalha com os bancos, mostrando que não é a única forma de investimento e que temos que buscar outras fontes. Também falamos dos municípios pequenos e regiões do país que não têm esse aporte para uma companhia grande”, afirmou Selma Cubas.
Essas alternativas incluem a recuperação dos níveis históricos de financiamento público, bem como o estabelecimento de parcerias com fundos de investimentos privados, emissão de debêntures, busca de apoio de organizações multilaterais e a utilização de modelos como o blended finance (combinação de recursos públicos e privados) e parcerias público-privadas (PPPs).
O painel proporcionou ainda um espaço para especialistas compartilharem suas experiências e perspectivas sobre o financiamento do setor de saneamento no Brasil. As discussões visaram encontrar soluções viáveis para impulsionar os investimentos e avançar em direção à universalização dos serviços de saneamento básico no país.
“A gente tem que lembrar que o saneamento é inovação. Toda vez que a gente está investindo no saneamento, a gente está investindo em inovação, e para investir em inovação temos que ter conhecimento, projetos e planejamento”, complementou a moderadora.
Universalização: construção de uma base legal para o Saneamento Rural
Câmara Temática da ABES de Saneamento Rural
No painel “Universalização: construção de uma base legal para o Saneamento Rural”, especialistas e consultores reuniram-se para discutir a importância de estabelecer uma base legal sólida para o saneamento rural. O painel foi moderado por Mônica Bicalho Pinto Rodrigues, coordenadora da Câmara Temática de Saneamento Rural.
Os especialistas convidados para discutir o tema foram Fernandha Batista, doutora em Recursos Hídricos e Saneamento Ambiental e consultora em Saneamento; Felipe Toé – Consultor da Câmara Temática da ABES de Saneamento Rural; Juliana Garrido, especialista Sênior do Banco Mundial; e Helder Cortez, diretor da Cagece (Companhia de Água e Esgoto do Ceará).
Durante o debate, foi destacado que ao longo dos últimos 40 anos, as abordagens governamentais em relação ao saneamento rural têm sido desarticuladas, focando principalmente na construção de infraestruturas de abastecimento de água sem uma devida ênfase na gestão. Além disso, prevaleceu a cultura de que o usuário rural não deve pagar pelo serviço, sendo considerado apenas um “beneficiário”.
“O saneamento rural, como a gente sempre diz, é um saneamento que sempre foi esquecido pelas políticas públicas e que tem sido mais visualizado agora, de uns dez anos pra cá”, comentou Mônica Bicalho, coordenadora da Câmara Temática de Saneamento Rural da ABES e moderadora da mesa.
Felizmente, essa realidade está mudando, e programas de saneamento rural em alguns estados do Brasil, bem como em países da Ásia, África e América Latina, têm adotado abordagens mais integradas e sustentáveis. Objetivos internacionais, como os Objetivos de Desenvolvimento do Milênio (ODM) e os Objetivos de Desenvolvimento Sustentável (ODS), bem como o programa WASH (Água, Saneamento e Higiene), apontam para a necessidade de fornecer água permanente e de qualidade para todos, “sem deixar ninguém para trás”.
“O que a gente busca através da Câmara Temática de Saneamento Rural da ABES é congregar saberes, pessoas, práticas e estados pra que a gente consiga fazer em todo o Brasil uma política de saneamento específica para o saneamento rural, o que não é fácil. O que a gente sempre mostra em todas as oportunidades em que somos convidados para participar são os exemplos que já deram como o estado do Ceará, que inclusive já foi premiado como melhor sistema do mundo de saneamento rural empatado com o de Marrocos”, acrescentou a moderadora.
Os caminhos da saúde ambiental: presente e futuro
Câmara Temática da ABES de Saúde Ambiental
O painel “Os caminhos da saúde ambiental: presente e futuro” foi destaque no 32º Congresso da ABES. Promovido pela Câmara Temática de Saúde Ambiental da ABES, abordou a importância do setor para o país, além de tocar em temas polêmicos, como a extinção da Fundação Nacional de Saúde (Funasa).
Os palestrantes foram Lucio Henrique Bandeira, diretor nacional da ABES, Carlos Dornels, professor da Universidade Federal do Vale do São Francisco (UNIVASF), Uende Aparecida Figueiredo Gomes, professora do Departamento de Engenharia Sanitária e Ambiental da Universidade Federal de Minas Gerais (UFMG), e Priscila Campos Bueno, da Organização Pan-Americana da Saúde (OPAS). A moderação ficou a cargo de Rainier Pedraça de Azevedo, coordenador da Câmara Temática de Saúde Ambiental.
Segundo Lúcio Bandeira, é mais do que necessário discutir a história do setor no Brasil para refletir sobre o futuro. “Para nós, que somos militantes dessa área há muito tempo, ficamos muito satisfeitos pela ABES ter na sua lógica de trabalho o item de saúde pública. Esse painel nos deu a oportunidade de fazer uma retrospectiva histórica de tudo o que foi feito nessa área de saneamento ambiental e a oportunidade de registrar o que a Funasa fez de tão importante para a saúde ambiental no Brasil. Temos que manter esse assunto sempre presente nos eventos da ABES”, defendeu.
Lúcio Bandeira também comentou o futuro incerto da saúde ambiental no país. “Está muito indeciso porque fomos todos pegos de surpresa por extinguirem uma instituição que tem muito a oferecer às populações que estavam ignoradas. Não sabemos o que vai acontecer daqui pra frente. Esperamos, como somos sempre otimistas, que o Ministério das Cidades, ao criar um departamento de saúde ambiental, possa alavancar novamente esse processo. Mas a semente da Funasa está lançada, os fatos são relevantes, e nós temos esperança de que, em algum momento, essa retomada será conquistada”, analisou.
Para Rainier, moderador do painel, foi muito rico ver as diferentes visões sobre o fim da instituição que era vinculada ao Ministério da Saúde. “A maioria não aceitou bem a extinção da Funasa, com uma caneta, pelo trabalho que foi feito nesses 80 anos. Pode ser um retrocesso, mas esperamos que o saneamento avance. O painel trouxe diversas visões de especialistas abalizados no assunto. Foi muito enriquecedor e ajudou a compor a grandiosidade desse evento. Os palestrantes expuseram de maneira brilhante os seus pontos de vista e suas pautas. A platéia deve ter ficado maravilhada com a grande proposta trazida pela nossa câmara temática”, avaliou.
Regulação dos Serviços de Drenagem e Manejo de Águas Pluviais Urbanas
Câmara Temática da ABES de Saúde Ambiental
O painel “Regulação dos Serviços de Drenagem e Manejo de Águas Pluviais Urbanas“ foi organizado pela Câmara Temática da ABES de Saúde Ambiental e inaugurou a discussão sobre a questão regulatória dos serviços no evento.
Participaram do debate Ana Cristina Strava Correa, especialista em Recursos Hídricos e Saneamento Básico da Coordenação de Drenagem Urbana da ANA (Agência Nacional de Águas e Saneamento Básico, Ana Paula Zubiaurre Brites, superintendente de Regulação Técnica dos Serviços de Saneamento Básico da Arsesp (Agência Reguladora de Serviços Públicos do Estado de São Paulo), Hudson Rocha de Oliveira, superintendente de Drenagem Urbana da Adasa (Agência Reguladora de Águas, Energia e Saneamento Básico do Distrito Federal), e Demétrius Jung Gonzales, diretor-geral da Agesan-RS (Agência Reguladora Intermunicipal de Saneamento). O especialista em Saneamento, Rodolfo Costa e Silva, realizou a moderação.
Ana Paula celebrou poder inaugurar um debate sobre o tema em um congresso de grande visibilidade. “É a primeira vez que a gente consegue trazer a pauta da regulação da drenagem para o evento da ABES, um evento de nível nacional. Então, a gente tem aqui uma grande contribuição para a melhoria da prestação dos serviços de drenagem e de saneamento como um tempo. A troca de experiência entre as agências reguladoras e com a ANA foi um momento único e que tem muito a crescer. A provocação da abertura desse tema num evento dessa magnitude só tende a contribuir para os próximos avanços e ajudar a ANA na primeira norma de referência de drenagem”, analisou a representante da Arsesp.
Segundo ela, os temas levantados no painel impactam diretamente na sociedade e ajudam a desmistificar a aura negativa em torno da palavra drenagem. “A gente trouxe a questão do planejamento, de conhecer as etapas da prestação e o que é drenagem urbana. Também falamos dos impactos que ela traz quando tem uma má gestão. Tanto o impacto para a sociedade, com as inundações e a qualidade da água que invade as casas, o que é um problema social e de saúde pública, quanto a qualidade da água dos rios, porque o sistema de drenagem vincula essa poluição de forma dispersa na bacia hidrográfica. Então, a gente tem muito a avançar com esse primeiro painel. A gente espera que, no próximo evento, a gente tenha vários painéis de regulação de drenagem urbana com os avanços que a gente vai pautar a partir de agora”, acrescentou.
O moderador concordou. “Esse é um tema que estamos começando a discutir, está engatinhando. A regulação já é uma coisa nova no Brasil. No caso da drenagem, está começando tudo. Achei sensacional a quantidade de tentativas, avanços, organização e planejamento que estão tentando colocar no processo das agências e como estão começando a fiscalizar a questão. Debater é muito raro, nos outros congressos, não se discutia isso. A drenagem chegou para ficar, tudo tem um primeiro passo”, avaliou o especialista, que também comentou a necessidade de mudança na percepção pela sociedade da drenagem urbana.
“Essa área é muito conflituosa. Se você tem um sistema de drenagem muito bom na microbacia, a água chega mais rápido lá embaixo e cria enchente. A eficiência pode ser o desastre. Se você não tem um sistema de drenagem, destrói o sistema de esgoto. E as pessoas só têm uma ligação da drenagem com a catástrofe. A gente só se lembra dela quando inunda ou derruba casa. É uma coisa muito cultural pensar que a drenagem é só a carga difusa que polui os rios à jusante. Então, a gente tem que ter um pacto de preocupação constante, isso não é fácil culturalmente”, completou o moderador, que concluiu avaliando o valor da drenagem.
“O valor é o prejuízo evitado, é o dano. Se você evita uma catástrofe, esse é o valor, um valor enorme, mas como você se apropria disso? Outra questão ficou muito clara: dos setores do saneamento, esse é o que exige mais participação da sociedade. O sistema de drenagem começa dentro de casa. Tem que ter lei, senão vai transferindo à jusante, para baixo. Por ser uma iniciação aqui na ABES, tem um valor extraordinário. A ABES está de parabéns por ampliar e reconhecer não só nos livros que a drenagem é fundamental”, finalizou Rodolfo.
Soluções para a ampliação da coleta de esgotos rumo à universalização: experiências brasileiras

A meta de universalização do acesso aos serviços de esgotamento sanitário, explícita no novo Marco Legal do Saneamento, impõe uma série de desafios a serem enfrentados pelas prestadoras de serviços, órgãos gestores, agentes reguladores, entidades e profissionais do setor.
O alcance de 90% de cobertura na coleta e tratamento de esgotos até 2033 não é uma tarefa fácil, tendo em vista a histórica deficiência nos investimentos, a fragmentação das políticas públicas, a carência de instrumentos de regulação ou, ainda, as dificuldades para a efetividade das ligações, para implantação e operação dos sistemas e estruturas, sobretudo em áreas carentes ou mesmo em comunidades isoladas e áreas rurais.
Deste cenário, torna-se ainda mais desafiadora a viabilização de estratégias, propostas, projetos e programas de intervenção dedicados a mitigar os déficits de coleta de esgotos e reverter o quadro de degradação ambiental e urbana. Alguns modelos e arranjos, mais tradicionais ou derivados do novo marco legal – tais como as PPP´s, contratos do tipo BOT, concessão total ou parcial dos serviços mediante licitações, contratos de performance, entre outros –, têm sido implementados em muitas cidades brasileiras, buscando ampliar os investimentos e inovar quanto às soluções técnicas e tecnológicas, com resultados bastante interessantes e promissores.
Para discutir as experiências e aprofundar o debate acerca do tema, o painel “Soluções para a ampliação da coleta de esgotos rumo à universalização: experiências brasileira” reuniu Paula Alessandra Bonin Costa Violante, diretora de Tecnologia Empreendimentos e Meio Ambientes da Sabesp (Companhia de Saneamento Básico do Estado de São Paulo), Victor Diego Soares de Almeida, assessor da Presidência da Cagece (Companhia de Água e Esgoto do Ceará), e Leura Lucia Conte de Oliveira, diretora de Investimentos da Sanepar (Companhia de Saneamento do Paraná).
O diretor da ABES Seção São Paulo, Luis Eduardo Grisotto, que coordenou o painel, salientou que os palestrantes proporcionaram importante troca de experiências. “Tivemos a apresentação do Estado do Ceará, com a Cagece e as PPPs, a experiência da Sanepar no Paraná, também com as PPPs e grande destaque para a eficiência de processos, qualidade e inovação, destacando muito o papel da sustentabilidade”, avaliou.
Grisotto disse ainda que somente a universalização não é o suficiente, tem que ter também sustentabilidade. “Não é só implantar redes coletoras, sistemas de tratamento, é preciso garantir que essas estruturas funcionem por um longo tempo, consigam retirar as cargas poluidoras que vão em direção a rios e córregos de forma a tornar a qualidade de vida de todos os cidadãos um pouco melhor. Destaco a apresentação da Paula Bonin, que compartilhou a experiência do Programa Novo Rio Pinheiros. Trabalho espetacular da Sabesp, que engloba várias ações ao longo das bacias de contribuição do Rio Pinheiros. “Foi abordado também as experiências com inovação, contratos de performance, unidades recuperadoras, oxigenação, e tudo isso relacionado a ações socio ambientais com as comunidades locais. Até porque, muitas das ações implantadas são soluções não convencionais, que exige uma conduta específica, uma normatização diferenciada para alcançar essas localidades e coletar os esgotos dessas moradias e destinar adequadamente para o tratamento. A Paula mostrou essas ações socioambientais, esse envolvimento com as comunidades, as parcerias e essa intersetorialidade que é muito importante na gestão dos esgotos e no processo de universalização. Portanto, o painel deixa um legado extraordinário e inspirador. Essas experiencias exitosas naturalmente vão inspirar muitas prefeituras, os estados, e prestadores de serviços a pensar, reavaliar, modernizar e aprimorar seus processos, sistemas, modos de contratação, avaliação de resultados, indicadores e por aí vai”, complementou.
Paula Bonin destacou que o painel foi muito bacana e estratégico. “É muito importante que a gente conheça e possa interagir com as outras empresas e fazer um benchmarking de ideias. Essa parte de inovação e dos problemas de cada um são problemas do dia a dia de todos. Agradeço muito à ABES a oportunidade de estar aqui”, comemorou.
Desastres Socioambientais e Mudanças Climáticas: efeito dos eventos extremos nos Recursos Hídricos e no Saneamento Ambiental

As mudanças climáticas, são eventos que certamente aumentam em grandes chances a ocorrências de desastres extremos, não que estejam diretamente ligados. Também há que se destacar os grandes desastres, que por vezes trazem em consequência tragédias, e que até mesmo já são anunciadas, quando ocorridas em áreas de risco, ou ambientes considerados vulneráveis pelo desequilíbrio ambiental. E isso provoca desde grandes impactos negativos ao meio ambiente, como tão fortemente, quanto a perdas de vidas humanas.
Portanto, se faz necessário e de forma integrada, discutir estes assuntos, como também agir na prática de mapeamentos e implementação de ações para soluções técnicas, visando adaptação e mitigação aos efeitos destes desastres, bem com alternativas de prevenção e até identificação de riscos associados.

Principalmente quando falamos de água e saneamento, vemos uma relação direta entre a mudança do clima e os nossos ambientes de recursos hídricos, e impactando no saneamento”, comentou.
“No painel essa questão foi bastante abordada pelos palestrantes, todos mostraram os planos que os estados têm feito para a adaptação e mitigação das mudanças climáticas. E o mais importante, a gente tem claro que é necessário termos cidades mais resilientes, cidades e sistemas mais bem preparados para esses eventos. Este é o caminho para que se construa de fato uma segurança hídrica para todos”, complementou Mara.
Para a especialista, a segurança para as populações vulneráveis também foi destaque no painel. “Quando falamos de mudanças climáticas, enchentes, incidentes, acidentes, a gente sabe que os mais impactados são as pessoas que vivem em áreas mais vulneráveis. É importante pensarmos em mecanismos para proteger e se antecipar aos eventos climáticos, ao que pudermos, e agir prontamente quando surgir um incidente. Considero muito interessante as experiências de Minas Gerais, abordadas aqui. Eles estão contratando planos estaduais para orientar os municípios. Esses planos têm um diferencial, que é mostrar também os caminhos para executar os projetos, para que os municípios implantem as ações que estão propostas nos planos. Essa abordagem, e a de todos aqui, caminham para esse planejamento, essa melhor preparação dos estados e municípios para as mudanças climáticas.
