Maria Lucia Coelho Silva, articuladora das Câmaras Temáticas
As Câmaras Temáticas da ABES desenvolvem um importante trabalho em suas respectivas áreas de interesse, colocando em pauta questões prioritárias do Saneamento e do Meio Ambiente. Em 2017, cada uma das Câmaras realizou uma série de ações promovendo o debate e propondo soluções por meio de encontros e seminários diversos. Reforçaram seu papel de geradoras de informações técnicas e de conhecimento com discussões plurais e propositivas, qualificando o debate (veja aqui a retrospectiva 2017).
Em 2018, ampliaremos a participação das CTs da ABES. Atualmente temos 15 Câmaras Temáticas: Gestão e Controle de Perdas; Resíduos Sólidos; Gestão de Recursos Hídricos; Saneamento Rural; Indicadores de Desempenho para o Saneamento; Regulação e Tarifas; Dessalinização e Reúso; Qualidade de Produtos Químicos; Prestação de Serviços e Relacionamento com Clientes; Tratamento de Esgotos; Drenagem Urbana; Comitê Nacional da Qualidade (CNQA); Comunicação e Meio Ambiente e Saúde Ambiental, esta última instalada durante o Congresso ABES Fenasan 2017, realizado em são Paulo de 2 a 6 de outubro.
No evento, que uniu a 29ª edição do Congresso Brasileiro de Engenharia Sanitária e Ambiental da ABES com Fenasan (feira da Associação dos Engenheiros da Sabesp), todas as CTs da ABES organizaram e coordenaram painéis com discussões fundamentais, enfocando aspectos específicos de temas importantes para o saneamento ambiental.
Cabe ressaltar a realização da 1ª Conferência Livre de Saúde, que teve como tema “Saneamento no Território: Como estabelecer e fortalecer o diálogo entre os setores de saneamento e de saúde?”, que discutiu a importância de políticas públicas integradas no cenário atual, levando em consideração o crescimento das cidades e regiões metropolitanas, e aprovou propostas a serem apresentadas na Conferência Nacional de Vigilância em Saúde, que será realizada em 2018. E o painel promovido pela CT de Comunicação no Saneamento – coordenado por Dante Ragazzi Pauli, com o tema “Saneamento e sociedade: existe diálogo?”, que contou com a participação dos maiores veículos de comunicação do país, discutindo a importância da transparência e a informação de qualidade para a imprensa com relação às questões do saneamento ambiental.
Entre as atividades realizadas pelas CTs – destacamos os eventos: da CT de Gestão e Controle de Perdas, o IV Seminário de Gestão e Controle de Perdas de Água (agosto, em Curitiba/PR); da CT de Prestação de Serviços e Relacionamento com Clientes, o Simpósio de Gestão de Saneamento Ambiental em Áreas de Vulnerabilidade Socioambiental (maio, em Salvador/BA); da CT de Reúso e Dessalinização, o 1º Simpósio Nacional sobre Dessalinização e Reúso: Viabilizando Alternativas à Escassez Hídrica (março, em Fortaleza/CE) e o I Seminário Nacional de Recursos Hídricos (agosto, em Vitoria), uma realização da ABES-ES e da CT de Gestão dos Recursos Hídricos.
Também é importante salientar o trabalho desenvolvido pela CT de Tratamento de Esgotos, que ao longo deste ano discutiu e elaborou em conjunto com o INCT – ETEs Sustentáveis uma minuta com proposta de revisão da resolução CONAMA 375/2006 sobre critérios e procedimentos para o uso agrícola de lodos de esgoto gerados em estações de tratamento de esgoto sanitário.
Ressaltamos a importância e o desafio em acompanhar e dar mais visibilidade às ações realizadas e a relevância das Câmaras Temáticas no contexto da ABES – que permitem um olhar específico sobre um tema, discutem e avançam na tomada de posicionamento da ABES sobre as questões apresentadas e na transmissão de conhecimento para a sociedade.
