A Associação Brasileira de Engenharia Sanitária e Ambiental – Seção Sergipe (ABES/SE), por meio de sua Câmara Técnica de Resíduos Sólidos, promoveu nesta terça-feira, 03 de maio, um webinar no âmbito da campanha nacional “Brasil, te quero livre do lixão”. O evento reuniu representantes de diversas instituições para abordar o tema “Gestão de Resíduos Sólidos em Sergipe”.
Realizado no ABES Conecta e transmitido pelo canal ABES Saneamento no YouTube, o webinar teve apresentação de Maria Nogueira Marques, associada da ABES-SE e membro da CT Resíduos Sólidos.
O debate foi moderado por Kelma Maria Nobre Vitorino, vice-presidente da ABES-SE e coordenadora da Câmara Temática de Resíduos Sólidos da ABES-SE.
Na ocasião, Elane Alvarenga Oliveira Hora, coordenadora de Resíduos Sólidos e Qualidade Ambiental da Secretaria do Estado do Desenvolvimento Urbano e Sustentabilidade (SEDURBS), falou sobre as políticas públicas e ações desenvolvidas realizadas pela entidade, entre elas, apoio aos municípios na implantação da coleta seletiva, revisão do plano estadual de resíduos sólidos (PERS-SE), inclusão socioambiental de catadores e coletores de recicláveis, e apoio a coordenação de educação ambiental.
Gilvan Dias dos Santos, diretor-presidente da Administração Estadual do Meio Ambiente (ADEMA), discorreu sobre legislação e execução das políticas públicas para o desenvolvimento sustentável e o PERS, no estado do Sergipe.
Anne Grazielle Costa Santos, superintendente do Consórcio de Saneamento e Resíduos Sólidos do Baixo São Francisco (CONBASF), abordou as práticas efetivas desenvolvidas para a melhoria da gestão dos resíduos, aterros sanitários, programas de financiamento, subsídios, projetos e educação ambiental, entre outros tópicos.
Edvaldo Ribeiro da Cruz, superintendente do Consórcio de Saneamento e Resíduos do Centro Sul Sergipano (CONSCENSUL), comentou a evolução da legislação, dos consórcios e recursos públicos. O CONSCESUL abrange 16 municípios, que são comprometidos com a causa ambiental e apresentou quais são os desafios enfrentados pela entidade e principais soluções para o tema.
Evanilson Santana Santos, superintendente do Consórcio de Saneamento e Resíduos Sólidos do Agreste Central (PAC), ressaltou que o objetivo da associação é auxiliar 20 municípios na gestão e buscar solução para a destinação correta dos resíduos e diminuir os impactos que os lixões causam na região. Para auxiliar o processo foi montada uma equipe de educação ambiental nas escolas para orientar a população e auxiliar os catadores para que as cooperativas sejam formalizadas.
Evaldino Andrade Calazans, superintendente do Consórcio de Saneamento e Resíduos Sólidos da Grande Aracaju (CONSBAJU), explicou que a instituição busca atender ao PERS, em oito municípios. O palestrante afirmou que há apenas um aterro sanitário privado, o que dificulta para o desenvolvimento das políticas públicas dos resíduos, mas há avanços significativos sobre o tema, como por exemplo, a implementação da coleta seletiva e a formalização das cooperativas.
O diretor operacional da Empresa Municipal de Serviços Urbanos (EMSURB – DIROP), Vinícius Almeida Melo, discorreu sobre os avanços técnicos operacionais, metodologia, ecopontos e parcerias com cooperativas para triagem e coleta de resíduos no estado.
Socorro Soares dos Santos Alves, presidente da Cooperativa dos Agentes Autônomos de Reciclagem de Sergipe (CARE) e representante da Movimento Nacional de Catadores de Materiais Recicláveis em Sergipe (MNCR), em Sergipe, comentou e elogiou o trabalho que vem sendo desenvolvido pelos Consórcios em prol da causa da coleta seletiva, dos catadores e do meio ambiente.
Por sua vez, Adriano dos Santos, técnico da ANCAT Associação Nacional de Catadores e Catadoras de Materiais Recicláveis em Sergipe (ANCAT) em Sergipe e no Rio Grande do Norte, afirma que as entidades participantes do evento abraçam a causa e é importante para assessorar os catadores na organização das cooperativas. Discorreu sobre as atividades da ANCAT na logística reversa dos resíduos e investimentos, conforme a necessidade de cada organização.
“O diagnóstico desenvolvido por todos foi excelente. Ressaltou a questão da capacitação para a implantação das políticas públicas do saneamento, dos resíduos sólidos e da coleta seletiva nos municípios”, comenta Kelma Maria Nobre Vitorino. “Além da mentoria prestada aos catadores e às cooperativas para formalização e realização das atividades. É o desenvolvimento do trabalho de cada um para a gestão dos resíduos, que não é somente uma responsabilidade dos municípios e que deve ser desempenhada por todos”, completa a vice-presidente da ABES-SE.
