BID lança curso em português sobre alianças público-privadas

O Banco Interamericano de Desenvolvimento (BID) oferece o curso em português Alianças Público-Privadas para o Desenvolvimento: Implementando Soluções no Brasil por meio de seu espaço na plataforma digital edX, fundada pela Universidade de Harvard e pelo Instituto de Tecnologia de Massachusetts (MIT). O curso massivo (MOOC, na sigla em inglês) é o segundo da plataforma em português.

As Parcerias Público-Privadas (PPPs) transformaram-se em um instrumento essencial para o crescimento produtivo, econômico e social dos países da América Latina e Caribe. Entretanto, o desenvolvimento e implantação das PPPs apresentam limitações nas capacidades técnicas dos responsáveis, especialmente no setor público.

Para sanar essa lacuna, IDBx desenvolveu o primeiro MOOC disponível em português que ensina a planejar, elaborar e implantar PPPs para projetos de desenvolvimento, e compartilha experiências de instituições internacionais líderes sobre a utilização efetiva deste mecanismo, fornecendo ideias, soluções e lições aprendidas para enfrentar os desafios ou restrições em capacidades técnicas e administrativas no setor público da Região.

As lições são aplicáveis a distintos setores como infraestrutura, saúde, educação, banda larga, e setor fiscal, levando em consideração os contextos de países como o Peru, México, Colômbia e Brasil. Durante as cinco semanas do curso, os estudantes vão entender os incentivos, interesses e papeis dos diferentes atores em cada uma das fases do ciclo de uma PPP, com destaque para:

• Conceito de PPPs e as vantagens para o desenvolvimento da região: definição, financiamento, planejamento e gestão de projetos

• Princípios e elementos do marco geral de uma PPP: análise da política de uma PPP e do marco legal

• Fases do ciclo de gestão de uma PPP: administração geral do programa, identificação e seleção de projetos, estruturação do projeto e elaboração do contrato, e licitação, negociação e supervisão

Em todos os temas serão utilizados estratégias e recursos de última geração, vídeos com mais de 30 especialistas brasileiros e internacionais em português, atividades de conhecimento, exemplos de experiências na região, fóruns de discussão, bibliografia atualizada e casos variados acompanhados de exercícios práticos e empíricos.
