A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES Seção Rio Grande do Sul (ABES-RS), que é presidida por Jussara Kalil Pires, com apoio da Companhia Riograndense de Saneamento, da Braskem e outras empresas privadas e parceria de diversas instituições municipais e estaduais, além de Organizações não Governamentais (ONGs), promoveu, entre os dias 29 de setembro e 5 de outubro, a “XXV Semana Interamericana da Água e XVII Semana Estadual da Água”. O tema da edição foi “Água Segura = Vida Saudável/Esgoto Tratado, Água Protegida”.
A Solenidade de Abertura do encontro aconteceu em Santo Ângelo/RS, e o encerramento, em Canoas/RS.
Segundo relatório do evento, a edição de 2018 teve significado especial porque celebrou 25 anos de mobilização e conscientização dos gaúchos dedicados à proteção das águas. Foram mais de duas décadas de uma das maiores ações de mobilização da sociedade gaúcha, sendo vista em nível internacional como referência, modelo e exemplo de proteção da água. “A Semana foi assumida pela sociedade gaúcha como um momento de parada para refletir sobre a importância da água e da nossa responsabilidade com a garantia da qualidade e da quantidade”, destacou Jussara Kalil.
A temática desta campanha contemplou ações de conscientização sobre a importância de tratar e ligar os esgotos sanitários na rede coletora. “Como uma questão essencialmente de saúde pública, o acesso aos serviços de saneamento básico deve ser tratado como um direito do cidadão, fundamental para a melhoria de sua qualidade de vida”, diz o relatório elaborado pela ABES-RS para a Corsan. “É imprescindível que seja dada atenção a esse setor no planejamento urbano, principalmente em áreas em expansão, porque o esgoto sem tratamento facilita a disseminação e proliferação de doenças, interferindo na qualidade de vida da população”.
Diferente das outras edições, diz o documento, os eventos programados para celebrar os 25 anos iniciaram no dia 22 de março de 2018 (e se estenderão até dia 22 de março de 2019, dia Mundial da Água), culminando com a realização da XXV Semana Interamericana e XVIII Semana Estadual da Água e a realização da Exposição itinerante “Água: Essência da Vida” com obras de artistas plásticos gaúchos que estãosendo expostas em locais de destaque da cena cultural do RS.
Com esta iniciativa, a ABES-RS, em parceria com diversos segmentos da esfera municipal, estadual e federal, quer demonstrar que a Semana da Água é, ao mesmo tempo, uma mobilização, uma tomada de consciência da sociedade gaúcha e um tema relevante destinado para esta e para as futuras gerações, oportunizando mudanças de atitudes em todos os segmentos da sociedade, já que proteger a água é obrigação de cada individuo.
Ações Envolvidas
De acordo com o relatório, as atividades foram sugeridas pelas entidades participantes de acordo com seu perfil e com os recursos disponíveis, respeitando as características locais. Na área do saneamento (público ou privado), essas atividades estiveram relacionadas, principalmente, à educação ambiental e ao monitoramento da qualidade da água para o consumo humano.
No setor de recursos hídricos (secretarias municipais, estaduais e comitês de bacias) desenvolvem-se atividades de conscientizarão, mobilização e capacitação técnica, através
de cursos e palestras.
Na área da educação, a mobilização ocorreu pelo desenvolvimento de ações pedagógicas na rede de ensino (municipal e estadual) que estimulam a criança a ter um olhar de proteção à água e ao ambiente, atingindo em torno de 450 municípios.
Na área da saúde, o Vigiágua organizou ações de capacitação técnica nas suas regionais, bem como atividades que estimulam as pessoas a desenvolverem boas práticas em defesa da qualidade da água, promoveu a educação em saúde nas escolas e comunidades, através
do Projeto Pedagógico-cultural Planetinha Saúde, integrando as Coordenadorias Regionais de Saúde (CRSs) e Coordenadorias Regionais de Educação (CREs). Em 2018 ABES/RS e CEVS realizaram a segunda edição do Seminário Estadual Água e Saúde dando continuidade a uma rede de entidades e empresas comprometidas a promover a segurança
da água.
Na área rural intensificam-se as ações de capacitação rural e de identificação de saneamento básico como instrumento de saúde pública, ações que promovem proteção à saúde das populações e à preservação do meio ambiente. Promoveu-se a integração do jovem no meio rural e repassaram-se conhecimentos e experiências por meio de eventos diários, de visitas técnicas, apresentação de palestras ou através de encontros de educação ambiental nas escolas denominados “Dia de Campo”, também por programas em rádios, TVs e publicações regionais.
