ABES integra importantes discussões do 51° Congresso Nacional de Saneamento da Assemae

O diretor nacional para a Região Centro-Oeste, o presidente da ABES-SP, Luiz Pladevall, e o membro da diretoria da seção, Josivan Cardoso, participaram de mesas do evento, realizado em Poços de Caldas, Minas Gerais.

Nesta quinta-feira, a Associação Brasileira de Engenharia Sanitária e Ambiental – Seção São Paulo integrou duas importantes discussões do 51° CNSA – Congresso Nacional de Saneamento, promovido pela Assemae (Associação Nacional dos Serviços Municipais de Saneamento), em Poços de Caldas/MG. O evento começou na segunda-feira, 18 de setembro, e segue até esta sexta-feira, 22.

O presidente da ABES Seção Paulo, Luiz Pladevall, participou da Mesa Redonda “Gerenciamento e redução de perdas de água e eficiência energética”. 

A mesa foi coordenada por Mariel Pozi Olmo, diretor do SAAE de São Carlos – SP e diretor de Capacitação de Recursos Humanos da Assemae. Os outros convidados para a mesa redonda foram: Lineu de Andrade Almeida, diretor Técnico – SAERP de Ribeirão Preto – SP, Kauê Pereira Guimarães, gerente de Aprovação de Projetos e Ficalização de Obras – Samae de São Leopoldo – RS, Clarissa de Campos de Sá, gerente do Centro de Inteligência em Operações – Companhia Águas de Joinville – SC, Paulo Fernando da Silveira, presidente do Comitê de Perdas – DMAE de Poços de Caldas – MG, Rafael Huberto Machado Zerunian, coordenador de Sistemas de Perdas do Semae de São José do Rio Preto, Ivan de Carlos, gerente de controle de perdas e sistemas da Sanasa Campinas – SP, e Vagner Garhardt Mancio, diretor de Normatização e Fiscalização – Agesan RS.

Pladevall ressalta a importância das agências reguladoras, não só em cobrar os municípios, mas dar caminhos para a melhoria da gestão dos sistemas com relação à eficiência e redução de perdas e atingir a meta da portaria 490.

“É um evento bem organiza e muito bem prestigiado. E o painel do qual participamos foi muito interessante. Tivemos, além da minha fala, mais sete palestrantes de serviços, seis de serviços municipais e um da Agência Reguladora do Rio Grande do Sul. Vejo que as agências reguladoras têm um papel importante para orientar os municípios na melhoria da gestão dos sistemas, no aumento da eficiência e na redução de perdas. Vimos lá alguns municípios que já estão em estágio bem avançado, como Campinas e São José do Rio Preto, e muitos que estão trabalhando fortemente para melhorar. O painel foi excelente, as falas foram muito proveitosas para o público”.

Em sua apresentação, Pladevall abordou as questões das perdas no mundo, no Brasil, nos municípios e nas regiões. “Temos muito o que fazer, muitos desafios pela frente para diminuirmos a média, que hoje é de 40%, para 25%, a meta da portaria 490 estabelecida para o final de 2033 e início de 2034″.

O membro da Diretoria da ABES-SP, Josivan Cardoso, participou do painel “Regionalização do saneamento básico – desafios”, com coordenação de Horácio da Silva Figueiredo, 1° Diretor de Assuntos Jurídicos da Assemae e assessor da Presidência da Companhia de Saneamento de Maricá – Sanemar – RJ. Os outros participantes foram: Manuelito Magalhães Júnior, vice-presidente da Assemae e presidente da Sanasa Campinas – SP, Sérgio Gonçalves,  secretário executivo da Aesbe, Esmeraldo Pereira Santos, diretor de Comunicação Social da Assemae e diretor do SAAE de Passos – MG, Kleynner Jardim Lopes, superintendente de Saneamento Básico – SUSAB/Secretaria de Estado de Meio Ambiente e Desenvolvimento Sustentável – Semad – Governo do Estado de Minas Gerais, e Caroline Alvarenga Pertussatti, coordenadora do Marco Legal do Saneamento da Secretaria Nacional de Saneamento Ambiental do Ministério das Cidades.

Josivan destaca a importância do painel: “Ainda há muito o que discutir sobre o processo de regionalização do saneamento. São grandes desafios de uma agenda bem detalhista, com grandes diferenças entre os municípios brasileiros”.

Ele frisa que, para a regionalização acontecer de fato, com a condição de dar efetividade ao arranjo, é necessário que os temas sejam pensados conjuntamente, por todos os atores envolvidos.

“Nós tocamos em três pontos, que entendemos ser relevantes: quando os municípios não aderem, o que ocasiona riscos de dificuldades por não obterem recursos financeiros junto ao Governo Federal, trazendo impactos bem significativos ao município; a questão da governança interfederativa, que é o arranjo posto para a governança do processo de regionalização, que é outro tema que ainda não tem todas as respostas de sua estruturação, ou seja, de onde vem o suporte para que isso possa funcionar, de como isso se desenha no funcionamento efetivo do dia a dia dessa regionalização; e claro, também tratamos de planos que a lei coloca para a regionalização: até que ponto esses planos regionais se sobrepõem aos planos municipais (esta sobreposição está prevista na lei).

E como fazer com que esses os planos municipais, como os próprios planos de saneamento municipal, os planos diretores municipais e PDIs (Planos de Desenvolvimento Integrados), sejam incorporados, não como uma sobreposição simples, mas como uma sobreposição de análise para fazer com que as metas sejam congruentes, que se complementem e consigam realmente atingir o efeito.

E claro, tudo isso, no entendimento de que as realidades são muito distintas nos municípios brasileiros. Portanto, entendemos também que a melhor forma é uma discussão com capacidade de realmente trazer todos os atores e que não é uma discussão simples, é complexa e importante, pede que haja realmente nesse momentos de discussão a busca conjunta a fim de  construir a melhor forma de avançar, a melhor forma de trazer com segurança a capacidade de proporcionar o que nós queremos, que é a universalização do saneamento. Eu espero que ajude o saneamento”, finaliza o diretor.

Na tarde da terça, 19, o diretor nacional para a Região Centro-Oeste, Marcos Montenegro, integrou uma mesa redonda que discutiu os desafios para implementação do sanemeanto rural.

Com coordenação de Francisco Danyel Nobre, presidente da Regional Nordeste IV da Assemae e diretor do SAAE de Morada Nova – CE, o debate contou ainda com participação de Marcondes Ribeiro Lima – Diretor-presidente do Instituto Sisar – CE; Marcos Vinícius Rocha Miranda – DMAE de Poços de Caldas – MG; Wilson Tadeu Lopes da Silva, prof pesquisador de desenvolvimento da Embrapa; e Flávio Marcos Passos Gomes Júnior, diretor do Departamento de Saneamento Rural e Pequenos Municípios – Secretaria Nacional de Saneamento Ambiental – Ministério das Cidades.

A ABES esteve presente na abertura do evento, na segunda-feira, 18 de setembro, representada pelo vice-presidente nacional da ABES, Mário Guerino.
