Avaliação do Plansab reconhece avanços, mas demonstra preocupação com investimentos nos próximos anos

Após aprovação peloo GT-Interministerial de acompanhamento do Plansab o Relatório de Avaliação do primeiro ano de existência do Plano, referente ao ano de 2014, que ocorreu na segunda (30/11), o Conselho das Cidades referendou esta aprovação, em sua 47ª reunião, em 3 de dezembro, baseado na proposta de resolução elaborada pelo Comitê de Saneamento Ambiental do Conselho das Cidades.

A decisão destacou a importância da instalação da Sala de Coordenação e Acompanhamento da Política de Saneamento Básico, conforme previsto no próprio Plansab, para garantir que este seja um Plano que se iniciou e será permanente, sendo revisado a cada 4 anos.

Entre outros aspectos importantes, houve a avaliação de que grande parte das metas propostas foram atingidas, muito ainda pela conjuntura de 2014 de grandes valores investidos no saneamento. No entanto, salientou-se a posição de preocupação em manter os mesmos níveis de investimentos para os próximos anos, apesar das perspectivas econômicas não muito positivas, principalmente para resíduos sólidos, que mesmo neste primeiro período quase não recebeu recursos, além da importância de consolidar o Sistema de Informações sobre Saneamento, para termos dados mais confiáveis. “O saneamento tem décadas de falta de aplicação de recursos e ainda levará muitas décadas, com o ritmo de investimento de 2014, para atingirmos a universalização”, ressalta Darci Campani, da ABES-RS, representante da ABES no ConCidades.
