Saneamento rural, áreas informais, tarifa social: desafios para a universalização em debate no Congresso da ABES 2023

Temas sensíveis à população ganharam destaque nos últimos anos e são decisivos para atingir as metas de universalização.

A universalização, com o tratamento de esgoto em áreas informais rurais, além da tarifa social e assuntos relacionados aos direitos humanos estão na pauta do 32º Congresso Brasileiro de Engenharia Sanitária e Ambiental (CBESA) – o Congresso da ABES, o mais importante evento de saneamento ambiental do Brasil. Realização da ABES (Associação Brasileira de Engenharia Sanitária e Ambiental), o evento ocorrerá de 21 a 24 de maio, no Expominas, em Belo Horizonte/MG.

“O Congresso da ABES tem uma programação ampla, mas eu entendo que o núcleo mais importante é a discussão da universalização de atendimento pelos serviços de saneamento de água, de esgotamento sanitário, resíduos sólidos e drenagem urbana e contenção de enchentes”, ressalta o presidente nacional da ABES, Alceu Guérios Bittencourt.

“A importância maior reside exatamente em como universalizar, ou seja, universalizar o atendimento não é simplesmente melhorar as condições de contratos e de expansão de sistemas. É por um foco nos segmentos de população que têm condições mais difíceis de receber o atendimento. Refiro-me às populações das periferias das grandes cidades, áreas de favela, áreas de ocupação informal e também as comunidades isoladas, pequenas comunidades e o saneamento rural. São atendimentos a segmentos da população que usualmente não estão equacionados nos contratos e mesmo nas discussões dos novos editais que têm sido feitos”, frisa o presidente da ABES. “Esta é uma prioridade: todos têm direito aos serviços de qualidade. Este é um direito de toda a população. Então, nosso setor precisa concentrar esforços nisto e as áreas de governo responsáveis pelo planejamento e pela gestão desses setores precisam estabelecer processos de identificação de modos de atender à população que mais precisa, com serviços de qualidade e acessíveis, com tarifas adequadas ao nível econômico de renda desses segmentos de população.”

Na terça-feira (23), às 16h15, especialistas discutem “Como incorporar favelas, áreas informais e saneamento rural nos contratos”. Quase 10% da população brasileira moram em favelas e áreas informais e cerca de 15% habitam áreas rurais. No entanto, o atendimento a esses dois contingentes, que concentram os maiores déficits de serviços de saneamento ambiental, não está contemplado nos contratos de abastecimento de água e esgotamento sanitário existentes, nem nos que vêm sendo licitados. 

Para falar sobre o tema, o presidente da ABES-RJ, Miguel Alvarenga Fernández y Fernández, receberá Jorge Luiz Sellin, gerente do BNDES; Caroline Soares Brisola, da Manesco, Ramires, Perez, Azevedo Marques – Sociedade de Advogados; e Wanderson José dos Santos, presidente da Fundação Rio-Águas.

No dia seguinte (24), às 10h30, as “Soluções para a Ampliação da Coleta de Esgotos rumo à Universalização: Experiências Brasileiras” entram na pauta. A meta de universalização do acesso aos serviços de esgotamento sanitário, explícita no novo marco legal do saneamento, impõe uma série de desafios a serem enfrentados pelas prestadoras de serviços, órgãos gestores, agentes reguladores, entidades e profissionais do setor.

Por isso, o painel se propõe a conhecer e discutir experiências, aprofundando o debate sobre como aplicar soluções às diferentes situações e realidades do País, especialmente frente às disparidades regionais e urbanas e às especificidades territoriais, topográficas, climáticas, ambientais, sociais e econômicas. Participam Paula Alessandra Bonin Costa Violante, diretora de Tecnologia Empreendimentos e Meio Ambientes da Sabesp; e Victor Diego Soares de Almeida, assessor da presidência da Cagece (Companhia de Água e Esgoto do Ceará).

Também na quarta (24), às 10h30, especialistas debatem “Universalização: construção de uma base legal para o Saneamento Rural”. Ao longo dos últimos 40 anos, tem havido abordagens governamentais desarticuladas, enfatizando apenas a construção de obras para implantação de sistemas de abastecimento de água nas áreas rurais, sem foco na gestão, adotando a cultura “o usuário não paga” – por ser considerado um “beneficiário”.

A partir de ações intersetoriais de programas de Saneamento Rural em alguns estados do Brasil, a realidade está mudando. Objetivos do Milênio – ODM, Objetivos de Desenvolvimento Sustentável – ODS, Programa WASH – Água, Saneamento e Higiene, são muitos os sinalizadores para a necessidade de atender a todos, com água permanente e de qualidade.

Para aprofundar o tema, Mônica Bicalho Pinto Rodrigues, coordenadora da Câmara Temática de Saneamento Rural da ABES, será a moderadora da conversa com Fernandha Batista, doutora em Recursos Hídricos e Saneamento Ambiental e Consultora em Saneamento; Felipe Toé, consultor da Câmara Temática de Saneamento Rural da ABES; Juliana Garrido, especialista sênior do Banco Mundial; e Helder Cortez, diretor da Cagece.

Na sequência, às 14h15, será momento do debate “Esgotamento Sanitário em Áreas Informais: como Garantir o Acesso aos Serviços e aos Benefícios Socioambientais”. O tema será discutido entre Guilherme Paixão, superintendente de TG na Sabesp; Manuella Andrade Swierczynski, diretora de Operação da Embasa na Região Metropolitana de Salvador; e Josué Rocha, vice-presidente da ABES-PA. 

O objetivo é abordar a infraestrutura precária nas periferias urbanas e em áreas não regulares, somada aos problemas habitacionais, de segurança, acessibilidade e renda da população, que dão a dimensão do enorme desafio para o saneamento ambiental de áreas carentes em todo o País. 

No mesmo horário (quarta, 24, 14h15), acontecerá o Diálogo Setorial 14: “Realização progressiva dos direitos humanos à água e ao esgotamento sanitário e efetividade da tarifa social de água e esgoto na acessibilidade econômica”. 

Água potável e esgotamento sanitário são direitos humanos declarados pela Assembleia Geral da ONU e pelo Conselho de Direitos Humanos em 2010, mas a desigualdade e a pobreza de parte significativa da população colocam em risco o acesso não só a eles, mas também ao direito à moradia adequada, ao mais elevado nível possível de saúde e ao próprio direito à vida. O que precisa mudar na legislação brasileira para garantirmos esses direitos, especialmente à população mais vulnerável?

Léo Heller ressalta que o painel é uma oportunidade interessante de discutir direitos humanos à água e ao saneamento, tema pouco explorado pelo setor, além do componente da acessibilidade econômica. 

“É um tema importante porque, em geral, é invisível aos prestadores de serviço, que enxergam a população como um conjunto homogêneo de pessoas, que não têm diferentes capacidades de pagamento das tarifas. Mas os direitos humanos nos dizem que as tarifas precisam ser financeiramente acessíveis à população, que não pode pagar por este serviço um valor que comprometa outros direitos básicos como alimentação, moradia, vestuário, saúde, educação. Então, colocar o tema em discussão e, ao mesmo tempo, aprendermos com algumas experiências de tarifa social, me parece uma grande oportunidade para colocarmos em cena este debate”, avalia Léo Heller.
