Na última sexta-feira, 3 de dezembro, a Associação Brasileira de Engenharia Sanitária e Ambiental Seção Rio Grande do Sul (ABES-RS) reuniu especialistas no X Diálogos do Saneamento para discutir o tema “Licenciamento Ambiental e Soluções para a Universalização do Saneamento”.
Realizado no ABES Conecta, o encontro foi transmitido pelo canal da Associação no YouTube, com moderação de Fabiana Figueiró, diretora da ABES-RS e coordenadora ambiental do escritório Souto Correa Advogados.
Os palestrantes convidados foram Daniel Martini, promotor de justiça e coordenador do Centro de Apoio Operacional de Defesa do Meio Ambiente – MPRS; Liliani Cafruni, diretora de Meio Ambiente e Sustentabilidade da Companhia Riograndense de Saneamento (Corsan); Rose Hofmann, Secretária de Apoio ao Licenciamento Ambiental e à Desapropriação; Renato Chagas, diretor da FEPAM (Fundação Estadual de Proteção Ambiental-RS); e Marilene Ramos, consultora na área de gestão ambiental, saneamento e infraestrutura, coordenadora do Comitê de Sustentabilidade da ABDIB e membro do Conselho do Instituto Clima e Sociedade.
Na ocasião, os especialistas explicaram quais são os principais desafios e soluções para promover melhorias na área do licenciamento ambiental e na infraestrutura do saneamento com o objetivo de atingir a sua universalização.
Rose Hofmann falou sobre gestão de contratos e investimentos, licenciamento ambiental, gerenciamento de projetos de saneamento, recursos hídricos e a sua legislação, entre outros tópicos.
Lilian Cafruni apresentou as principais ações desenvolvidas pela gestão da Corsan para planejar e executar os processos e os sistemas de água, esgoto, resíduos sólidos e meio ambiente.
Renato Chagas discorreu sobre os processos realizados na FEPAM para atingir o desafio de atender 90% da população com abastecimento de água e 90% com a coleta de esgoto. Citou as principais ações da entidade para tornar o processo de licenciamento ambiental e as atividades do saneamento mais efetivas, como diretrizes técnicas, gerenciamento e monitoramento dos recursos hídricos, bacias hidrográficas, estações de tratamento e esgotamento sanitário e apresentou cases de sucesso.
O trabalho desenvolvido pelo MP acerca do tema foi trazido por Daniel Martini, que explicou para o público as questões que envolvem a legislação e as diretrizes do Novo Marco Legal do Saneamento (avanços, desafios e soluções) e a função dos principais atores do setor para manter o saneamento como uma questão de utilidade pública e diminuir as crises que envolvem o direito ambiental.
Em sua palestra, Marilene Ramos abordou diversas questões, como por exemplo, infraestrutura, legislação, projetos de lei, investimentos e ganhos econômicos no saneamento.
