Projeto declara Saturnino de Brito Patrono da Engenharia Sanitária do Brasil

Projeto apresentado pelo deputado João Paulo Papa em 2016 – declarando Francisco Saturnino Rodrigues de Brito “Patrono da Engenharia Sanitária do Brasil” – foi aprovado pela Câmara dos Deputados nesta quarta-feira, 23 de maio, depois de tramitar pelas Comissões de Cultura e de Constituição, Justiça e de Cidadania.

O deputado João Paulo Papa é o autor do projeto

O projeto foi elaborado em conformidade com a Lei 12.458, de 26 de julho de 2011, que estabelece os critérios para a outorga de título de patrono ou patrona (veja aqui). “O reconhecimento de Saturnino de Brito como Patrono da Engenharia Sanitária é, também, uma forma de reconhecimento da importância da engenharia sanitária para o desenvolvimento do Brasil”, afirma papa.

Sobre Saturnino de Brito

Nasceu em Campos no ano de 1864 e faleceu no ano de 1929, em Pelotas (RS). Era neto, pelo lado materno, de Saturnino Braga, fazendeiro e empresário na região.

Seus primeiros estudos foram feitos em Campos. Formou-se, em 1886, em Engenharia Civil pela Escola Politécnica do Rio de Janeiro, em tempo reduzido, devido à sua competência e inteligência. Especializou-se em Engenharia Sanitária, vindo a ser, mais tarde, uma das maiores autoridades, em termos nacionais, nesta área.

Logo ao se formar, Saturnino de Brito deu inicio à profissão indo trabalhar na estrada de ferro. Este trabalho o tornou conhecido, passando a ser convidado a fazer parte em várias comissões técnicas encarregadas de obras de grande vulto em várias partes do Brasil. Exemplo disso é o fato dele ter colaborado na comissão encarregada da construção da cidade modelo de Belo Horizonte (MG).

Depois da realização deste grande projeto em Minas Gerais, Saturnino de Brito se viu atraído pela engenharia sanitária, pois desejava dar soluções práticas para a questão do saneamento, até então desconhecidas, que representava sérios problemas à saúde da população. Saturnino de Brito veio a ser uma das maiores autoridades, em termos nacionais, nesta questão. Foi diretor, organizador e executor dos grandes projetos de saneamento das cidades de Santos (SP), Recife (PE), Vitória (ES), Petrópolis (RJ), Paraíba e Aracaju (SE), Pelotas (RS), Uruguaiana (RS), entre outras. Foi também responsável pelas obras de regularização do rio Tietê, em São Paulo.

De volta a Campos, foi contratado pela prefeitura para a realização de obras na cidade e na Baixada Campista, a fim de dar soluções para o problema das enchentes do rio Paraíba do Sul, que tanto castigava a região.
Ao longo de sua vida organizou e executou projetos de redes de saneamento básico, água e esgoto, em muitas cidades brasileiras.

Saturnino de Brito alcançou projeção internacional, vindo a receber insígnias da “Legião de Honra da França” por serviços à humanidade. A revista “Technique Sanitaire” de Paris, em maio de 1929, publicou em suas paginas sobre Saturnino de Brito: “Higienista incomparável, que deu aos técnicos da França e do mundo lições e exemplos magníficos”.

Dr. Saturnino de Brito escreveu vários livros onde colocava ali suas experiências no ramo da engenharia, vindo a ser traduzido para vários idiomas devido ao seu sucesso.
