Livro é de autoria do professor Arlindo Philippi Jr., do Departamento de Saúde Ambiental da Escola de Saúde Pública da Universidade de São Paulo – USP, e associado da ABES-SP. Leia também artigo do especialista sobre o tema. 

Nesta segunda, 18 de junho, o professor Arlindo Philippi Jr., do Departamento de Saúde Ambiental da Escola de Saúde Pública da Universidade de São Paulo – USP, e associado da ABES Seção São Paulo (ABES-SP), lançou, no dia 18 de junho, o livro “Saneamento, Saúde e Ambiente”. O lançamento aconteceu no âmbito do XIV Simpósio Ítalo-Brasileiro de Engenharia Sanitária e Ambiental, evento promovido pela Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, em parceria com a ANDIS – Associazione Nazionale di Ingegneria Sanitaria Ambientale, da Itália, entre os dias 18 e 20 de junho, no Bourbon Convention e Spa Resort Cataratas, em Foz do Iguaçu, Paraná.

Artigo: “Saneamento, saúde, ambiente e sustentabilidade como direito fundamental”

No enfrentamento dos impactos à saúde humana e à sociedade como um todo em decorrência das intervenções no meio ambiente e no meio urbano, há que haver maior cuidado e investimentos para desenvolver capacidade de resposta aos problemas apresentados pela cada vez mais complexa sociedade humana. Para isso, um conjunto de conhecimentos que envolva as inter-relações e intervenções entre ambiente, saneamento, saúde e sustentabilidade deverá ser continuamente buscado e atualizado, de modo a possibilitar discussões e reflexões sobre como enfrentar seus problemas, bem como proporcionar capacitação de excelência para gestores tanto do setor público, como de setores estratégicos da iniciativa privada.

Tema de primeira importância para a sociedade, para a ciência e para a academia, dado os estágios socioeconômicos globais após processos de industrialização e urbanização que geraram e continuam causando impactantes consequências à vida humana, o adensamento urbano, a metropolização, as migrações, estão inseridos em um ciclo de causas e consequências interligadas e inter-relacionadas, caracterizando e contextualizando os problemas socioambientais a serem enfrentados hoje nas cidades.

A ocupação humana nas cidades e metrópoles é difusa, assim como os efeitos nocivos da urbanização desordenada nestas macrorregiões. Problemas de infraestrutura, moradia, disposição de resíduos, mobilidade urbana, poluição atmosférica, acesso a bens e serviços públicos, dentre outros, são aspectos que exercem pressão sobre o ambiente e sobre a saúde dos habitantes, principalmente das parcelas menos favorecidas economicamente, desafiando gestores -públicos e privados-, para a busca de soluções viáveis e criativas.

A saúde ambiental e a qualidade de vida dos habitantes das localidades têm relação direta com a criação de espaços ambientalmente saudáveis, devidamente contemplados tanto em processos de planejamento urbano e regional quanto inseridos em programas de saneamento e promoção da saúde, como bases para um desenvolvimento sustentável.

O entendimento de vulnerabilidades e incertezas inerentes às relações ambiente-saneamento-saúde, exige a ampliação do processo de produção de conhecimento, abrangendo sociedade e tomadores de decisão capazes de incorporar distintos modos de saber, dispondo-se a academia a assumir papel de liderança no estímulo e condução de pesquisas inerentes ao tema, com o propósito de alcançar repercussão prática na vida da sociedade.

Neste contexto há que se trabalhar com ferramentas de integração, que envolvem a necessidade de contar com sistemas de informação em saúde, ambiente e sustentabilidade, associando saneamento ambiental e suas relações com urbanização, crescimento demográfico, migração, para obtenção de melhores patamares de qualidade do meio, e consequentemente, de qualidade de vida.

Para isso, a implementação de políticas públicas depende de processos participativos de planejamento, acompanhados de adequados sistemas de gestão ambiental e urbana, os quais dependem fundamentalmente de sistemas integrados de informação, que possibilitem a interligação dos recursos naturais e construídos e seus serviços, com as respectivas atividades humanas.

Há ainda, carência de docentes, pesquisadores e profissionais em temáticas relacionadas ao planejamento urbano e regional, à gestão ambiental urbana, bem como para o desenvolvimento de sistemas de informações urbano-ambientais confiáveis.

A existência e conhecimento de instrumentos de gestão não têm sido suficiente para sua apropriação pelas instâncias políticas e decisórias, as quais têm revelado pouco interesse em seu adequado uso e desenvolvimento, em particular da criação e manutenção de indicadores e sistemas de informações para o desenvolvimento sustentável.

Para finalizar, é colocada a importância da integração dos serviços de saneamento, saúde e ambientais na gestão das cidades, destacando-se o papel da universidade na direção de uma visão transformadora de valores na sociedade contemporânea, a partir de novas concepções de ensino, pesquisa e extensão que contribuam para a formação e qualificação de recursos humanos com perfis profissionais abertos à atuação interdisciplinar e com capacidade de liderar processos na sociedade contemporânea.
