A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES promoverá, entre os dias 26 e 28 de novembro, o mais importante encontro sobre água no mundo: a RIO WATER WEEK – Semana da Água do Rio. Realizado pela primeira vez no Brasil, o evento ocorrerá no Riocentro, Rio de Janeiro. As inscrições poderão ser feiras aqui).
Thiago Augusto Terada, gerente de Responsabilidade Social Corporativa da AEGEA, empresa que atua no setor de água e saneamento em 48 municípios do Brasil (uma das patrocinadoras do evento), e um dos coordenadores da programação, frisa que “a iniciativa reforça a posição da ABES como uma das principais entidades do setor”. Segundo ele, as discussões da RWW poderão contribuir com o desenvolvimento das atividades técnico-científicas promovidas pela associação e por outras entidades do setor, colaborando “com os avanços, não só do saneamento básico, mas do meio ambiente e da qualidade de vida da população brasileira”, diz.
O encontro, que já ocorre em outros países, como Suécia e Cingapura, reunirá profissionais e empresas do Brasil e outros países e envolverá também a comunidade acadêmica, especialistas e organizações internacionais para discutir a água em sua concepção mais ampla, abordando desafios, políticas públicas e soluções e tecnologias existentes no Brasil e em todo o mundo, com foco no ODS 6 – ÁGUA E ESGOTO PARA TODOS ATÉ 2030. De acordo com Thiago, um dos principais desafios para alcançar este ODS é conseguir ampliar os investimentos no setor de saneamento no país.
A programação da RWW contempla 9 temas centrais, desenvolvidos em 20 tópicos e 35 sessões, sob a coordenação de especialistas.

Thiago Augusto Terada – É importante, na medida em que coloca o tema da água, da sustentabilidade e do saneamento, como um todo, em destaque no País, gerando discussões de alto nível, que podem culminar em possíveis soluções para os principais problemas do segmento. O saneamento básico tem conquistado cada vez mais espaço na agenda pública nacional e quanto mais discussões e encontros desta dimensão, melhores são as perspectivas de mudança, desenvolvimento e avanços no setor.
ABES Notícias – O debate em torno do tema água sob um ponto de vista mais amplo, com a participação de diferentes participantes (empresas, ONGs, governos e outros organismos), será o grande desafio da RWW. Qual é a sua visão sobre esta questão e como esta diversidade pode contribuir para a discussão?
Thiago Augusto Terada – Essa interação entre os atores da cadeia produtiva do saneamento básico é de grande valia. Cada um exerce, a seu modo, um papel muito relevante para a evolução do setor e essa diversidade contribui para que sejam encontrados caminhos conjuntos para seguirmos neste caminho.
ABES Notícias – Você integra a coordenação do grupo que trabalha o tema “Água e esgoto para todos até 2030”. Qual é a situação do Brasil nesta questão? Quais são os maiores desafios para alcançar esse ODS?
Thiago Augusto Terada – Um dos principais desafios é conseguir ampliar os investimentos no setor de saneamento, para que esse objetivo seja alcançado. De acordo com o Sistema Nacional de Informações sobre Saneamento (SNIS), 35 milhões de brasileiros ainda não têm acesso ao serviço à água tratada e mais de 100 milhões de pessoas não possuem esgotamento sanitário e utilizam medidas alternativas para lidar com os dejetos, como fossas ou jogando o esgoto diretamente nos rios. Um estudo da consultoria L.E.K aponta que, desde a década de 1970, os investimentos em infraestrutura têm regredido no país. Se naquela década foram investidos 5,4% do PIB no setor, na que estamos o patamar é de 1,5%. Desse pequeno montante, a fatia do saneamento corresponde a apenas 10%. Acredita-se que, para a universalização dos serviços de água e esgoto em 2033, meta originalmente traçada pelo Plansab (Plano Nacional de Saneamento Básico), o país teria de investir cerca de R$ 20 bilhões por ano. Entre 2010 a 2015, no entanto, o investimento médio foi de R$ 11 bilhões. Nesse sentido, a iniciativa privada teria muito a contribuir ao setor, não somente trazendo capacidade financeira, mas também experiência técnica por meio de parcerias. A otimização da prestação de serviços dará novo fôlego às finanças dos parceiros públicos, o que deve culminar em um ciclo virtuoso de crescimento do setor.
ABES Notícias – Segundo estudo da Agência Nacional de Águas (ANA), publicado no ano passado, quase metade da população brasileira (45%) não recebe tratamento de esgoto. Qual é a sua visão sobre esta realidade? E o que fazer para melhorá-la?
Thiago Augusto Terada – O esgotamento sanitário é o serviço mais deficitário do segmento, atualmente, e isso é muito preocupante, considerando que a falta dele impacta negativamente outros setores, como a saúde, imobiliário, turismo, e a economia como um todo. Acreditamos que a complementariedade de investimentos das iniciativas pública e privada é um caminho possível para a solução deste problema no país. As companhias privadas têm capacidade financeira para contribuir com o desenvolvimento do serviço de esgoto. Com a PPP, a capacidade técnica e de investimento das companhias privadas ficam à disposição dos operadores públicos e contribuem para o aumento da oferta e da qualidade dos serviços prestados, além de colaborar com a geração de caixa e retomada financeira do parceiro público.

Thiago Augusto Terada – O compromisso com os Objetivos de Desenvolvimento Sustentável (ODS) permeia as atividades da Aegea e é estendido a fornecedores, usuários, comunidades e a todos os stakeholders da companhia. Investimos, anualmente, cerca de R$ 15 milhões em tecnologia, visando a agilidade da universalização do serviço de saneamento básico no Brasil, a mitigação do impacto ambiental negativo, a redução de perdas de água e, consequentemente, a diminuição do consumo de energia.
Além da própria implementação da operação de serviços de água e esgoto em 48 municípios brasileiros, desenvolvemos programas socioambientais, focados nas comunidades locais dos municípios onde atuamos. Somente em 2016, investimos mais de R$ 4 milhões em ações voltadas para educação ambiental e democratização da informação ao acesso à água e ao esgoto tratado.
