O presidente nacional da ABES, Roberval Tavares de Souza, foi um dos palestrantes do Seminário Água e Saneamento, promovido pela Pollutec Brasil 2017, nesta quarta-feira, 5 de abril, dentro do Fórum Cuidando do Futuro. A feira, que tem a ABES como um dos principais parceiros, foi aberta na terça e vai até sexta, dia 7, na Expo São Paulo, na capital paulista. O evento lotou o auditório da Pollutec.
Participaram também da mesa os palestrantes Alexandre Lopes, presidente do SINDCON/ABCON e Américo de Oliveira Sampaio, Coordenador de Saneamento da Secretaria de Saneamento e Recursos Hídricos do Estado de São Paulo e sócio da ABES. Os especialistas debateram acerca do tema “Desafios e Oportunidades no Setor de Saneamento para Empresas Públicas e Privadas”. O objetivo foi demonstrar as potencialidades de projetos e investimentos no setor de saneamento no Brasil, que recebe aportes anuais em torno de R$ 20 bilhões, explorando alternativas de parcerias entre o poder público e empresas privadas.
Roberval Tavares de Souza, que palestrou sobre os “Desafios do Saneamento Ambiental”, iniciou sua fala com a apresentação da ABES, lembrando seus 50 anos de vida e sua importância como a principal entidade do setor de saneamento no Brasil. “A ABES reúne todos os nossos coirmãos da área pública, da área privada, dos organismos municipais, das universidades e do setor ambiental”, elencou. “E temos o grande desafio de convergir em pelo menos 80% dos temas para que possamos conduzir o caminho do saneamento no nosso país”, enfatizou.
Em seguida, o engenheiro falou das Câmaras Temáticas da entidade, do valor que a ABES dá à capacitação e desenvolvimento, o que culminou na criação da UNIABES “para promover cursos a distância de norte a sul do país”. Falou também do PNQS e do Congresso ABES/Fenasan 2017, que acontecerá entre os dias 2 e 6 de outubro, em São Paulo.
Desafios do Saneamento
Em relação ao tema do debate, o presidente da ABES afirmou que o primeiro desafio do saneamento no Brasil é a gestão do setor e destacou a importância da busca pela universalização dos serviços de saneamento nas suas quatros vertentes: abastecimento de agua, coleta e tratamento de esgoto, resíduos sólidos e manejo de águas pluviais – a drenagem. “Nesta composição, nós, os sanitaristas que atuamos na ABES, somos incansáveis e estaremos daqui a 30 anos falando que universalizamos o saneamento em nosso país. Acreditamos muito nisso”, disse.
Plansab, regulação e a cobrança de tarifas, além da questão público/privado, também foram desafios abordados pelo engenheiro. Sobre este último ponto reforçou a posição da ABES: “não importa se é público ou privado, tem de ser eficiente”.
Para Roberval, falta para o Brasil dar ao saneamento prioridade de Estado, o que envolve as esferas federal, estadual e municipal. “O saneamento só avançou, nos poucos casos em que avançou, quando por algum motivo virou prioridade de estado, com políticas públicas diferenciadas”, salientou, citando os três estados brasileiros que entraram neste cenário nos últimos 20 anos: São Paulo, Paraná e Minas Gerais. “O principal reflexo de um saneamento positivo está na redução de despesas por saúde preventiva e corretiva”, lembrou. “A cada 1 real investido em saneamento diminuímos 4 reais em saúde”, ressaltou Roberval Tavares.
Visão dos palestrantes sobre o debate
“O assunto é relevante. Discutimos saneamento há muito tempo e vemos que a evolução nos índices de cobertura não acontecem”, afirmou o presidente da Abcon/Sindcon, Alexandre Lopes. “Nós, como representantes do capital privado, defendemos uma maior participação (juntos, não é excludente, é complementar) para que o público e o privado possam avançar e dar conta desta demanda, que é muita coisa”, explicou. “Mostramos em números a quantidade de redes que tem de ser feita para atingir a universalização. É muita coisa para fazer e tem de ter gente para fazer. Além de construir tem de ter capital, estamos aqui nos colocando como parceiros para atender a essa demanda”. Américo Sampaio elogiou as palestras. “Discutimos temas importantes sobre a questão de oportunidades. O saneamento é a prioridade em nosso país. A solução é repensar e adotar ações para evoluirmos na universalização do saneamento. Temos que colocar a teoria em prática”.
O presidente nacional da ABES também opinou sobre o debate. “Três palestrantes e discussões muito fortes”, enfatizou Roberval. “A ABES tem uma visão muito clara das grandes oportunidades que temos no setor e a melhoria da gestão é uma delas. A busca incessante pela universalização é outro ponto importante, além do desafio da regulação no nosso país, a tarifa e o grande desafio de convencer a classe política de que o saneamento deve ser prioridade de Estado”, reforçou ele. “Este é um desafio para todos nó sanitaristas”. O engenheiro destacou a discussão sobre a questão público/privado. “Tem de ser eficiente e levar qualidade de vida para a população”, defendeu e finalizou frisando que “empresa estadual não é moeda de troca. O governo federal insiste em privatizar as empresas estaduais, simplesmente por uma lógica fiscal e sobre isso somos totalmente contra porque tem que discutir o saneamento para poder chegar a uma conclusão”.
