CNQA apresenta novidades do PNQS e guia para edição 2018

O Comitê Nacional de Qualidade da ABES – CNQA promoveu, nesta quarta, dia 7 de março, na sede da ABES-SP, sua primeira reunião de 2018. O encontro apresentou as novidades do PNQS – Prêmio Nacional de Qualidade em Saneamento e o Guia PNQS Ciclo 2018, que será publicado ainda neste mês de março.

A reunião, que contou com participantes de diversos estados do Brasil, presencialmente e por videoconferência, também discutiu alterações no GRMD – Guia de Referência para Medição de Desempenho – que integra o PNQS -, apresentadas pelo coordenador da Câmara Temática de Indicadores de Desempenho para o Saneamento Ambiental, Sandro Camargo.

MEGSA

Uma das principais novidades, de acordo com a coordenadora do CNQA, Rosana Dias, ao abrir o evento, é o MEGSA – Modelo de Excelência da Gestão do Saneamento Ambiental. Conforme explicou, há o entendimento de que é importante estar alinhado com o MEG [Modelo de Excelência em Gestão], mas há outras nuances que o modelo não estava contemplando. “O MEGSA é um fundamento novo totalmente voltado ao saneamento”, ressaltou.

A ideia, segundo Rosana Dias, “é tornar esse modelo mais próximo do setor. Ele traz características, dificuldades e oportunidades que são específicas do setor de saneamento. E contribuir ainda mais para a modernização das empresas, para a melhoria da gestão e busca de melhores resultados”, disse. “Demos um grande passo esse ano lançando esse modelo”, completou Rosana.

Outra novidade significativa do PNQS é a alteração no Nível Básico. Estamos automatizando, flexibilizando para trazer as pequenas empresas de até 100 mil habitantes para começarem a exercitar o modelo de gestão, além de algumas empresas estaduais, que também vamos buscar captar para sabermos onde estão as menores participações pelo Brasil, onde temos oportunidades de crescimento”, destacou Rosana Dias.

A coordenadora (adjunta) do CNQA, Maria Ângela Dumont Sargaço, afirmou que a participação e o resultado da reunião foram satisfatórios. “Tivemos muitas contribuições para melhorar ainda mais o nosso MEGSA. Estamos trabalhando para que, cada vez mais, tenhamos a participação das organizações de saneamento do país nesse movimento de busca pela melhoria da gestão e, como consequência, teremos serviços mais eficientes e ações mais eficazes”, disse.

A programação contou ainda com um workshop para analisar e discutir as novidades apresentadas na reunião.

Nesta terça, dia 6 de março, o coordenador da CTIDSA, Sandro Camargo, reuniu-se, também na sede da ABES-SP, com as integrantes da Câmara, Maria da Penha Cipriano, da Cesan, e Isabel Cristina Pereira Alves, da Deso, para uma apresentação prévia da revisão do GRMD 2018, com o objetivo de ampliar a discussão.

“Há um interesse muito grande para as organizações que utilizam esse conjunto de indicadores para montar os seus painéis de bordo, seus sistemas de medicação do seu desempenho”, explicou Sandro. “Trabalhamos bastante nesta revisão”, completou.

O GRMD no âmbito do PNQS

Esta é uma particularidade, na prática, do Prêmio Nacional da Qualidade em Saneamento (PNQS) – ABES, que assegura a implantação efetiva de um sistema de medição de desempenho, aplicável a todas as organizações de saneamento, iniciantes ou não. Considera, alinhado à Lei no 11.445/07, todas as áreas de saneamento, ou seja, água, esgoto, resíduos sólidos, manejo de águas pluviais e efluente industrial.
