ABES apoia a aprovação do REISB – Regime de Incentivo ao Desenvolvimento do Saneamento Básico

A Associação Brasileira de Engenharia Sanitária e Ambiental promoveu encontro com o senador José Serra na segunda-feira, 21 de agosto, e declarou apoio à aprovação de seu Projeto de Lei (PL 52/2017, delimitando critérios para a aplicação do REISB, que está em tramitação no Senado, e ao PL 7776/2017, do deputado João Paulo Papa, que se encontra na Comissão de Desenvolvimento Urbano (CDU) da Câmara. A ABES ressalta que o REISB é fundamental para o saneamento avançar no país, gerando benefícios econômicos, trazendo oportunidades para vários segmentos da indústria e vagas de trabalho.

A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES apoia a aprovação do Regime de Incentivo ao Desenvolvimento do Saneamento Básico – REISB para alavancar investimentos em saneamento no Brasil. Em encontro promovido com o senador José Serra, na segunda-feira, 21 de agosto, em São Paulo, a entidade colocou-se à disposição para mobilizar o setor em relação à aprovação de seu PL 52/2017, que tramita no Senado e aguarda parecer da Comissão de Assuntos Econômicos (veja artigo do senador no jornal O Estado de São Paulo: http://opiniao.estadao.com.br/noticias/geral,o-saneamento-e-o-futuro,70001948170). O PL delimita e especifica critérios para a aplicação do REISB. Altera a Lei nº 11.445, de 5 de janeiro de 2007, para conceder, durante cinco exercícios financeiros, créditos relativos à Contribuição para os Programas de Integração Social e de Formação do Patrimônio do Servidor Público (Contribuição para o PIS/Pasep) e à Contribuição para o Financiamento da Seguridade Social (Cofins), de modo a estimular o aumento do volume de investimentos das pessoas jurídicas sujeitas ao Regime Especial de Incentivos para o Desenvolvimento do Saneamento Básico (REISB).

Tramita também na Comissão de Desenvolvimento Urbano (CDU) da Câmara dos Deputados o PL 7776/2017 do deputado João Paulo Papa, de mesma natureza.

A proposta original, o Projeto de Lei 2290/15, do senador José Serra, relatado na forma de substitutivo na Câmara dos Deputados por João Paulo Papa (SP), teve um artigo vetado em outubro de 2016 pelo presidente Michel Temer. Na ocasião, a ABES se manifestou junto aos parlamentares, solicitando que derrubassem o veto presidencial que definia o mecanismo da concessão dos créditos perante o COFINS e o PIS/PASEP. Mas o veto foi mantido pelo Congresso Nacional. Dessa forma, o regime especial ficou sem o incentivo fiscal, que consistia no uso de créditos obtidos quando da apuração do valor a pagar de PIS/Pasep e de Cofins.

Em março de 2017, o projeto de Serra foi apresentado às Comissões de Assuntos Sociais e de Assuntos Econômicos do Senado. E em junho, o deputado João Paulo Papa apresentou o PL 7776/2017. Após a Comissão de Desenvolvimento Urbano (CDU) da Câmara, deverá seguir para a Comissão de Finanças e Tributação e a de Constituição e Justiça e de Cidadania, para depois ir para o Senado.

Para o presidente nacional da ABES, Roberval Tavares de Souza, é necessário uma grande mobilização do setor a fim de convencer os parlamentares sobre a importância do REISB para mudar o cenário do saneamento. “O REISB vai gerar benefícios econômicos, trazer oportunidades para vários segmentos da indústria, como engenharia consultiva, projetos de engenharia, construção civil, produtos químicos, plástico, aço, máquinas e equipamentos. Vai gerar milhares de empregos e interferir diretamente no valor bruto da produção total. Além, é claro, de aumentar os investimentos para que possamos mudar esses quadro lamentável do saneamento no Brasil e melhorar a qualidade de vida das pessoas.”
