ABES-SP e CERSA reúnem especialistas em seminário sobre segurança hídrica e saúde pública

O Centro de Referência em Segurança da Água (CERSA), Capítulo Brasil, promoveu na última quarta-feira, dia 16, o Seminário “Segurança Hídrica e Saúde Pública na Região Metropolitana de São Paulo”, no Auditório João Yunes, na Faculdade de Saúde Pública da Universidade de São Paulo.
O evento foi realizado em parceria com as Câmaras Técnicas de Saúde Pública e de Recursos Hídricos da ABES-SP e com o Centro de Apoio à Faculdade de Saúde Pública da Universidade de São Paulo (CEAP) e contou com o apoio da Associação Brasileira da Indústria Química (ABIQUIM), da Associação dos Engenheiros e Especialista da CETESB (ASEC), da Associação Interamericana de Engenharia Sanitária e Ambiental (AIDIS) e do Instituto Trata Brasil.

 

A mesa de abertura foi composta pelo Prof. Dr. Pedro Mancuso, coordenador do Centro de Referência em Segurança da Água, Capítulo Brasil, o Prof. Dr. Leandro Luiz Giatti, representante da Diretoria da Faculdade de Saúde Pública da USP, e Marcio Gonçalves de Oliveira, vice-presidente da ABES-SP. Pedro Mancuso iniciou adiscussão, explicando o propósito do evento. “Todo dia nós vemos no jornal alguma coisa sobre segurança hídrica, mas afinal o que é segurança hídrica? Então essa é a ideia, é trazer pessoas aqui que, de alguma forma, possam esclarecer as questões populares sobre o tema”.
Leandro Luiz Giatti também ressaltou a importância da iniciativa. “Esse arranjo é, certamente, uma parte do compromisso que a Faculdade de Saúde Pública tem com a sociedade. Aqui nós tratamos de um interesse de toda a sociedade, afinal, a crise hídrica atinge a todos”.
Marcio Gonçalves, que na ocasião representou o presidente da ABES-SP, Alceu Guérios Bittencourt, destacou o trabalho que a entidade vem realizando na promoção de debates sobre o tema. “No ano passado, a ABES-SP criou a Câmara Técnica de Recursos Hídricos, para levantar discussões sobre o tema, a qual tem uma participação intensa da sociedade civil. E a entidade vem também promovendo muitos debates e seminários. Esta é mais uma oportunidade valiosa que temos de traçar uma linha técnica e tecnológica sobre o tema, para não ficarmos retidos em nossos pontos de vista pessoais. Nós temos que criar uma massa crítica, dentro de uma metodologia mais científica possível”. Márcio também reforçou o convite para o 28º Congresso Brasileiro de Engenharia Sanitária e Ambiental da ABES, que ocorrerá de 4 a 8 de outubro, no Riocentro, Rio de Janeiro.
Na palestra intitulada “Os corpos de água na RMPS e a saúde pública – Propostas de recuperação e aproveitamento múltiplos”, Pedro Mancuso apresentou sugestões da Faculdade de Saúde Pública para a utilização plena da capacidade hídrica da região. “Nós já estamos esgotando os nossos sistemas convencionais, então nossa proposta é que usemos as águas chamadas remanescentes, que são aquelas águas, na nossa definição, que se não forem utilizadas escoariam na Bacia do Alto Tietê, ou seja, a água remanescente é aquela que, se não usarmos, vai embora.”
O Prof. Dr. Rubem La Laina Porto, da Escola Politécnica da USP, discorreu sobre “Segurança Hídrica – Conceitos”, abordando a popularização do termo, e o conceituou de maneira simples para os participantes do evento. “Segurança hídrica pode ser definida como a probabilidade de obtermos a quantidade e a qualidade de água desejada, em algum ponto do futuro.”
Ainda no primeiro bloco do seminário, o Prof. Dr. Ricardo Toledo Silva, da Faculdade de Arquitetura e Urbanismo da Universidade de São Paulo e membro do Conselho Consultivo da ABES-SP, falou sobre “Política energética e gestão integrada de águas no Estado de São Paulo”. Toledo trouxe um panorama do setor de energia no estado e ressaltou a participação do gás natural em sua matriz energética. “Hoje temos uma participação crescente do gás natural nesta matriz. Isso acontece porque, ainda que não seja, ele próprio, uma fonte renovável, é uma condição de estabilidade de energia firme para que as fontes efetivamente renováveis possam entrar na matriz com maior segurança”, explicou.

Ao final do primeiro bloco, os palestrantes se juntaram realizaram uma mesa redonda com a presença da geóloga Stela Goldenstein, da Sociedade Águas Claras do Rios Pinheiros, e do engenheiro João Jorge da Costa, do Instituto de Engenharia.

O futuro dos corpos d’água

A segunda parte do seminário reuniu especialistas que abordaram os desafios para a recuperação dos corpos d’água no estado. Um dos palestrantes foi Eduardo Mazzolenis, engenheiro de licenciamento e gestão ambiental e docente de gestão de recursos hídricos e gestão da qualidade costeira da CETESB, que falou sobre os “Desafios e perspectivas para a recuperação da qualidade da água no Rio Tietê na região metropolitana de São Paulo”. O estudioso explicou que as manifestações a cerca da recuperação do rio iniciaram há muitos anos atrás. “Lá no final da década de 1970, em função do uso da água hegemônico no setor elétrico, a gente já tinha a Billings muito comprometida e o Tietê muito poluído. Foi então quecomeçaram as primeiras manifestações, que não tiveram progressos e avanços pelo momento em que nós estávamos, o momento do regime militar.”

 

Eduardo Trani, Coordenador de Planejamento Ambiental da Secretaria do Meio Ambiente do Estado de São Paulo, abordou a recuperação e aproveitamento dos corpos de água da RSMP sob a ótica da Secretaria Estadual do Meio Ambiente e seus aspectos legais. Trani trouxe alguns exemplos de iniciativas do governo, como o Programa Nascentes. “É um programa criado em 2014, que foi recém-lançado este ano, cujo foco justamente ampliar a proteção e a conservação dos recursos hídricos e da biodiversidade, otimizando o direcionamento dos investimentos públicos e privados para proteger a recuperação das matas ciliares, como forma fundamental de recuperar a qualidade e quantidade das águas dos nossos mananciais.”
O evento foi encerrado com uma nova mesa-redonda com a participação da Profa. Msc. Ana Karina Merlin do Imperio Favaro, consultora da USP, do Dr. Daniel Roberto Fink, procurador de Justiça do Ministério Público do Estado de São Paulo, da Prof. Dra. Maria Luiza Granziera, da M. Granziera Consultoria, do Prof. Dr. Davi Gasparini Cunha, da Escola de Engenharia de São Carlos da USP, e do Prof. Dr. Pedro Mancuso.
