Seminário Internacional de Mudanças Climáticas: painel 3 traz experiências dos setores de energia e de saneamento para enfrentamento da crise hídrica

Especialistas destacaram que buscar adaptação ao cenário de mudanças climáticas e atuar para consolidar a resiliência hídrica são diferenciais para a condução dos negócios e para atender à sociedade.

Finalizando o primeiro dia do Seminário Internacional de Mudanças Climáticas, o terceiro painel destacou os “Impactos Setoriais das Mudanças Climáticas e Crises Hídricas”. Moderado por Josivan Cardoso Moreno, coordenador da Câmara Temática de Recursos Hídricos da ABES, as palestras foram conduzidas por Jerson Kelman, consultor, que abordou os “Impactos sobre o Setor Elétrico”; e Fabio Alexander Basso, que ministrou o tema “Efeitos sobre o Abastecimento Público”.

Realizado pela ABES – Associação Brasileira de Engenharia Sanitária e Ambiental – Diretoria Nacional e a ABES Seção São Paulo, por meio das Câmaras Temáticas de Meio Ambiente e de Gestão de Recursos Hídricos, e das Câmaras Técnicas da ABES-SP de Meio Ambiente e Mudanças Climáticas e de Recursos Hídricos, o evento conta com o patrocínio da Companhia Básica de Saneamento do Estado de São Paulo (Sabesp).

Josivan Cardoso destacou que este é um evento neutro em carbono, ou seja, a ABES quantificou as emissões, que são poucas por ser um evento online, e cuidou de agir e realizar a compensação ambiental, por meio do apoio a projetos ambientais.

O moderador abriu o terceiro painel com um panorama sobre o cenário das mudanças climáticas e seus reflexos na sociedade atual. “O regime irregular e insuficiente de chuva e os baixos níveis nos reservatórios em 2021 trouxeram efeitos importantes para a produção de energia, da navegação, entre outros setores, implicando na adoção de uma série de medidas e ações de enfrentamento dessa crise”, considerou Josivan. “Esperamos que essas abordagens sejam parte para a definição de estratégias e investimentos voltados para a segurança hídrica, principalmente quando diz respeito ao aumento da resiliência dos nossos sistemas hídricos e da sustentabilidade ambiental”, destacou.

Em sua apresentação, Jerson Kelman fez considerações sobre os impactos das mudanças climáticas no setor elétrico. Usando referência de um livro internacional, o consultor destacou que a humanidade deve fazer o possível para diminuir as emissões, mas isso não é o suficiente. “Em paralelo aos esforços de diminuição da emissão dos GEE é preciso também seguir a trilha de medidas de adaptação”, disse. Ele fez ressalvas sobre as informações que são divulgadas em torno das consequências das mudanças climáticas na sociedade, que geram dúvidas e causam mais incertezas, somado ao fato de que não há conhecimento científico que permita precisão nesses dados.

Sob o ponto de vista de água, produção de energia elétrica, uso da água para irrigação, entre outros, Kelman comentou que o ser humano aprendeu a lidar com a variabilidade dos rios e das chuvas construindo os reservatórios para utilizar nos períodos de seca. “Hoje, os reservatórios são os patinhos feios porque para sua construção causam os impactos locais. Porém, mais e mais a percepção de que temos que voltar nossa atenção para aspectos adaptativos, talvez, o conceito de adoção de reservatórios vai migrar para uma condição favorável. A própria crise hídrica recente mostra qual é o efeito dramático de não ter um reservatório”, analisou.

Para tratar do setor elétrico, Kelman fez um retrato histórico apresentando gráficos com a evolução do estoque de energia de um reservatório equivalente. Com uma série de informações, o consultor deu uma síntese de como está a situação hidrológica no país desde a década de 30, sua evolução e os períodos críticos que o setor elétrico atravessou ao longo de diversos anos. “É uma sucessão de anos secos que causam problemas para o setor elétrico”, explicou.

Para ele, atribuir a seca e a crise hídrica que estamos vivendo hoje, em 2021, às mudanças climáticas é um pouco precipitado. “Não é possível afirmar se é ou não decorrente de mudança climática porque no passado aconteceu, 70 anos atrás, um fenômeno parecido e nem se cogitava de ser por causa do efeito estufa ou consequências do clima”, salientou.

Para concluir, o consultor fez uma série de considerações com base no momento atual e como o setor está enfrentando a crise hídrica para produzir energia elétrica. “O ensinamento dessa crise hídrica sobre o setor elétrico é que é preciso melhorar a integração entre o órgão gestor, a ANA [Agência Nacional de Águas e Saneamento Básico], e os órgãos operadores do sistema elétrico na escala nacional. Elas devem atuar de uma forma mais integrada”, apontou.

Fabio Basso, engenheiro da Sanepar, falou das alterações significativas no abastecimento de água pública no Paraná, que levaram a uma reflexão de toda a sociedade paranaense destacando os efeitos de uma estiagem tão severa a ponto de mudar o comportamento e influenciar no dia a dia do cidadão. “Mostrou o quanto a água é essencial para a vida”, ressaltou.

O executivo pontuou ações que a Sanepar fez para manter o sistema de abastecimento integrado de Curitiba e Região Metropolitana, com destaque para a importância das bacias incrementais para o Estado. Ele mostrou também um panorama das barragens e volume dos reservatórios Iraí, Passaúna, Piraquara I e Piraquara II, entendendo a necessidade e importância de reservar águas na região.

Para o protocolo de gestão de crise, foram tomadas medidas para atenuar o quadro. “Apoiados pelo decreto do governo do Estado de Emergência Hídrica, foram desencadeadas várias ações que minimizaram os impactos da crise hídrica, em um momento difícil dada à pandemia da covid-19, que exigiu maior concentração na higiene pessoal”, detalhou.

Fabio Basso destacou que a Sanepar avançou tirando água de pedra e fazendo chover para modificar o status quo da crise e para aumentar a autonomia dos reservatórios. “Fizemos a transposição de bacias e a ativação de fontes incrementais de água para aumentar a autonomia e dar mais segurança hídrica para a população”, salientou.

Para isso, ele contou que foi fundamental a contribuição da sociedade, que respondeu muito positivamente e ajudou a Sanepar a atingir as metas. “Conseguimos, em conjunto, enfrentar essa situação e estamos enfrentando ainda, mas aprendemos que estamos falando de um produto essencial à vida e a atitude é essencial para alcançarmos a resiliência hídrica”, concluiu.

O primeiro dia do Seminário Internacional de Mudanças Climáticas contou ainda com os painéis “Mudanças Climáticas e Eventos Extremos no Mundo e no Brasil” e “As mudanças climáticas tendem a se agravar?”.
