19º Silubesa: especialistas discutem o cenário atual frente ao marco legal de saneamento

Tema foi debatido nesta quarta (25), primeiro dia do evento, por representantes da ABES, Aesbe, Assemae e Abcon Sindcon.

O segundo painel do 19ª edição do Silubesa – Simpósio Luso-Brasileiro de Engenharia Sanitária e Ambiental reuniu representantes da ABES, Aesbe, Assemae e Abcon Sindcon para discutir o “Cenário atual frente ao Marco Legal do Saneamento”. O debate foi realizado nesta quarta-feira, 25 de agosto, primeiro dia de realização do evento. 

O simpósio acontece online até esta sexta-feira (27), em uma plataforma digital exclusiva. O evento é promovido pela Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, em parceria com a Associação Portuguesa de Engenharia Sanitária e Ambiental – APESB e a Associação Portuguesa de Recursos Hídricos – APRH. 

Integraram a discussão Alceu Guérios Bittencourt, presidente Nacional da ABES; Alessandro Tetzner, vice-presidente da Associação Nacional dos Serviços Municipais de Saneamento (Assemae); Neuri Freitas, presidente da Associação Brasileira das Empresas Estaduais de Saneamento (Aesbe) e presidente da Cagece – Companhia de Água e Esgoto do Ceará; e Percy Soares Neto, diretor executivo da Abcon Sindcon – Associação e Sindicato Nacional das Concessionárias Privadas de Serviços Públicos de Água e Esgoto. O painel teve moderação de Marcel Sanches, secretário geral da ABES.

“Para introduzir o tema, eu gostaria de lembrar a todos da relevância deste debate. Já temos um ano do Marco Legal do Saneamento, aprovado pela lei nº 14.026. É um processo de regionalização em curso em muitos estados do país”, afirmou o moderador. 

“Temos o desafio do fortalecimento da regulação, com a entrada da ANA neste processo. A ANA está incumbida de editar as normas de referência do setor para regulação geral, dando diretrizes a serem seguidas pelas agências subnacionais”, ressaltou Marcel Sanches.” Temos os operadores, que estão se preparando na linha do decreto de comprovação da capacidade econômico-financeira. Em cima de todo este arcabouço, a gente vem conversar com especialistas do setor para trazer ao público as visões sobre os próximos passos e desafios que temos neste cenário atual”, disse também. 

Na ocasião, Alceu comentou os méritos do marco legal do saneamento e listou os pontos que poderiam ser alterados, segundo a visão da ABES. Por sua vez, Alessandro apresentou a visão da Assemae sobre o tema. Em seguida, Percy falou em nome da Abcon Sindcon, citando pontos positivos e negativos sobre a lei. Por fim, Neuri detalhou o posicionamento da Aesbe sobre o marco legal do saneamento. 

Ao final das apresentações, foi feito um debate com os integrantes do painel. Os participantes também puderam mandar dúvidas e considerações por meio de um chat, para promover a troca de ideias e experiências. 

19º Silubesa 

A 19ª edição do Silubesa tem como tema central “Mudanças Climáticas: novo desafio para o saneamento ambiental”. O objetivo da realização é contribuir de maneira efetiva para desenvolvimento da engenharia sanitária e ambiental, possibilitando a atualização técnico-científica, de profissionais e estudantes, entre os países de língua portuguesa.

O Simpósio acontece alternadamente no Brasil e em Portugal, a cada dois anos. Esta 19ª edição, inicialmente prevista para abril de 2020, em Recife, Pernambuco, foi transferida para esta data, com realização na modalidade online, em função da pandemia de Covid-19, incorporando algumas inovações em sua realização e possibilitando a ampla participação, com os esforços conjuntos das equipes do Brasil e de Portugal.

 Este evento, ao longo de 30 anos de existência, atingiu um reconhecido prestígio por constituir um espaço privilegiado de transferência de conhecimento e de discussão e debate de questões essenciais para os avanços da Engenharia Sanitária e Ambiental e áreas afins em ambos os países.
