27ª FENASAN: discussão sobre crise de escassez hídrica marca primeiro dia do evento

A 27ª Feira Nacional de Saneamento e Meio Ambiente – FENASAN-2016 promoveu, nesta terça-feira, 16, uma mesa redonda com o tema da crise de escassez hídrica. Participaram da discussão, o secretário Nacional de Saneamento Ambiental do Ministério das Cidades, Alceu Segamarchi, o secretário de Saneamento e Recursos Hídricos do Estado de São Paulo, Benedito Braga, representando o governador Geraldo Alkmin; e o presidente da Sabesp Jerson Kelman. A mesa foi coordenada pelo presidente da AESabesp, Olavo Alberto Prates Sachs.

O presidente nacional da ABES, Roberval Tavares de Souza, o ex-presidente nacional da entidade, Dante Ragazzi Pauli, o vice-presidente da ABES-SP, Márcio Gonçalves de Oliveira, e o diretor da Seção São Paulo e presidente da APECS, Luiz Roberto Gravina Pladevall integraram o público constituído por agentes e técnicos do setor de saneamento, lideranças de entidades do setor e imprensa, que lotou o auditório no Pavilhão Vermelho do Expo Center Norte, em São Paulo.

Em sua apresentação, Alceu Segamarchi abordou a questão recursos federais para o saneamento, dentro do cumprimento do PlANSAB – Plano Nacional de Saneamento Básico, considerando a reversão de atrasos de subsídios que deixaram de ser investidos, por falta de capacitação técnica para a operacionalização dos mesmos.

O secretário Nacional de Saneamento destacou também a preocupação do governo com a problemática das perdas de água em grande número de municípios brasileiros, para os quais está sendo estipulada e requerida uma margem de diminuição para contar com os recursos da União.

Na explanação do líder federal do setor ainda constou como ponto nevrálgico o tratamento e destinação de resíduos sólidos urbanos, que ainda se encontra em processo incipiente, mas com grande necessidade de metodologia eficaz para atingir um índice mínimo de resultado.

Dentro do contexto de investimento na disponibilidade hídrica com a preservação de ecossistemas, o secretário destacou o projeto recém-lançado por sua pasta “Programa Novo Chico”, que trata da revitalização da Bacia de São Francisco.

“Temos recebido, basicamente, todas as entidade e associações interessadas em encontrar com o Ministério das Cidades e ajudar na busca de soluções e efetividade”, ressaltou Segamarchi. “Estamos trabalhando para simplificar o acesso aos recursos do fundo de garantia. Existe toda uma burocracia envolvida nisso e o acesso depende desses limites do Conselho Monetário Nacional. Embora tenha recursos, no orçamento, reservados, há essa dificuldade também devido ao processo de seleção, o qual pretendemos simplificar ou eliminar, no caso dos recursos públicos. Queremos adotar para o setor público, o mesmo procedimento que ocorre no setor privado”, explicou o secretário.

Na complementação da palestra, o secretário estadual de Saneamento e Recursos Hídricos, Benedito Braga, trouxe várias abordagens dentro do tema, como a questão climática, que mudou o perfil de São Paulo, que “antes era região de enchente e desde 2014 virou região de escassez”.

Para dar uma demonstração histórica, o líder estadual do setor mostrou um gráfico de 1935 do Vale do Tenessee,nos Estados Unidos, com índices de total degradação e a recuperação atual. Esses índices são equivalentes a regiões da África e algumas do próprio Brasil.

Para o secretário estadual, disponibilidade hídrica gera o impacto econômico de aumento de PIB; portanto armazenamento e reservação de água é fundamental para a perenidade do saneamento, além da vontade política.

“Podemos conversar muito entre nós a respeito dos temas, é muito importante buscar soluções. Mas se não tivermos um acesso à comunidade política, que toma decisões, tudo isso é apenas uma conversa entre profissionais e as consequências, eventualmente, não terão muito sucesso”, salientou. “A sabedoria chinesa já mostra, de longa data, em seus ideogramas, que a gestão da água e do saneamento é, eminentemente, um tema de natureza política”, disse ao apresentar os símbolos da palavra rio e dique, que combinadas formam a palavra “ordem política” na escrita oriental. “Sugiro que nas discussões deste evento técnico se considere como levar essa mensagem de forma apropriada para aqueles que tomam as decisões”, finalizou Benedito Braga.

Ainda nesse contexto, o presidente da Sabesp, Jerson Kelman, ressaltou a importância do setor do saneamento e dos serviços prestados, além de abordar  a necessidade de um controle eficaz.

Na oportunidade, solicitou que os índices nacionais de cadastramento, como o SNIS, não sejam só quantitativos e declaratórios, mas que ganhem consistência para a estrutura do setor fluir com conhecimento para poder oferecer capacitação. “Nós todos temos de estar empenhados em aumentar a produtividade e a eficácia para que as nossas infraestruturas funcionem com menos ênfase na inauguração de obras e mais ênfase no funcionamento e operação”, opinou Kelman.

Roberval Tavares de Souza, presidente nacional da ABES, ressaltou a importância do evento, lembrando que este já é uma preparação para o 29º Congresso Brasileiro de Engenharia Sanitária e Ambiental da ABES – CBESA, que ocorrerá em São Paulo, em 2017. “O evento da AESabesp – uma Associação de mais de 30 anos, respeitada em São Paulo e no país inteiro, está trazendo essas discussões relacionadas à crise que a região sudeste enfrentou nos últimos anos. O debate técnico vai ser forte. E já é um primeiro aquecimento para o nosso congresso do ano que vem. A ABES e a AESabesp se uniram para fazer o maior congresso de Engenharia Sanitária e Ambiental da América Latina, e isso [a FENASAN] é um ponto primordial para que consigamos avançar na construção do planejamento do nosso evento”, afirmou.
